of the approach control ATC operating
procedures. EUROCONTROL facilitated
the transfer of knowledge and expertise.
It was, however, the NATA controllers
who trained and developed their
skills and knowledge in order to be fully
prepared to commence approach surveillance
operations.
Of course, in today抯 regulated ATM world
a new ATC service cannot be created
overnight. Evidence has to be presented
to prove that the system is not just
safe today, but it will be safe tomorrow
and throughout its life cycle. The NATA
controllers and technical staff worked
hard to produce this evidence, which
was reviewed and endorsed by NATA
management before being sent to the
national regulator. Approval for operation
was duly received and approach surveillance
control operations commenced as
planned on 25 September 2008. Tirana
approach surveillance control provides
an ATC service to arriving and departing
flights operating within the Tirana TMA
and CTR and to overflights operating
below FL195.
EUROCONTROL was there to support
initial operations. It became quickly
apparent that the system (equipment,
procedures and staff) performed very
well. The service provided (and the future
functionality of safety nets, e.g. STCA1,
MSAW2 and APW3) will have a very positive
effect on flight safety and capacity at

Just a routine radio-telephony exchange of information between an arriving aircraft
and an approach control unit?
No, not in this case. The air traffic controller was Mr Bledi Jani, Head of ATC Training
for NATA, the National Air Traffic Agency of Albania, and his transmission to Alitalia
582 marked the culmination of a project which commenced in December 2006
when EUROCONTROL received a request from NATA to assist them in implementing
approach surveillance control services.

I left Tirana on 2 October. There were
thunderclouds in all sectors around the
airport with active thunderstorms to
the south-east and south-west of the
airport. Just before I left the operations
room, approach was managing four
conflicting arrivals (all estimating arrival
at the airport at the same time) and two
departures. Despite requested deviations
to avoid weather, the controller managed
to descend and vector the arrivals in a
perfect sequence.
One pilot, after landing, was asked for his
comment regarding the new approach
service. 揂h, much better?was his reply.
The CISNA project
The provision of support by
EUROCONTROL to Albania is ongoing.
Indeed, the Agency and NATA have
recently signed a new Special Agreement
to support the CISNA (Certification,
Infrastructure and Safety Support)
project, which commenced in June 2008
and ends in December 2011. The project
will provide support to NATA to facilitate
certification, changes to their infrastructure,
safety support for the new ATC
facility and systems and a comprehensive
security system encompassing the
building, systems and procedures.
This is especially important as the
European Common Aviation Area
Agreement has been ratified by the
Albanian Parliament and consequently all
SES regulations and directives are to be
fully applied in Albania.
Further EUROCONTROL activities linked
to the CISNA project are a review of the
NATA strategic business plan, development
of a new ATM/CNS strategy and
support for the accreditation of the NATA
quality management system as ISO-9001.
FAB initiative
Albania has joined the BLU-MED functional
airspace block (FAB) initiative and
is working with adjacent States including
Italy, Malta, Greece and Cyprus to establish
an FAB in the region.

plan to achieve the goal of certification
