Dear readers,
The focus of this edition is interoperability
in air traffic management (ATM) and
the biggest challenge facing us all in the aviation world, namely
the development of a global ATM system for the future which
will run seamlessly and smoothly.
For this to happen, all the players must be involved and there
has to be a consensus regarding the best way forward.
In Europe, we are working together with the European
Commission, the SESAR Joint Undertaking and the other air
transport stakeholders towards a common vision as set out in
the SESAR Master Plan.
We have an ambitious goal ?
to deliver a system that will be
able to handle a three-fold increase in capacity, improve safety
by a factor of 10, reduce the environmental impact per flight by
as much as 10% and cut ATM costs by 50%.
At the same time we are working together with the United
States to ensure that their NexGen programme and our SESAR
initiative converge and that plans are, and will continue to be,
synchronised.
The recent ICAO Forum in Montreal, attended by over 400
experts from all over the world, provided an unprecedented
opportunity to make good progress in this direction. Agreement
was reached on initiating a process for sharing developments
in the SESAR and NextGen systems, identifying both commonalities
and differences between the systems, and highlighting
how the harmonisation and interoperability efforts will benefit the
global community. It was also stressed that this process should
be opened to other countries and regions of the world and in
this respect ICAO has an important role to play.
With the emergence of future ATM systems, ICAO is in fact
perfectly placed to take the lead in ensuring that implementation
is supported in all its regions ?otherwise the seamless, global
systems that we all need will not work properly.
Global interoperability is a must and is what we are all aiming
to achieve. Different regions will of course need different solutions
at different times, but we all must ensure that the solutions
we design are adaptable and globally compatible.
