NAS Modernization Task Force
First NMTF: November 1997
• Administrator Garvey convened industry and government
leaders to address modernization issues
• The Task Force did the following:
– Identified industry concerns
– Initiated action item list of activities to address these concerns
– Reviewed NAS Architecture 3.0 plan and schedule
– Determined that Architecture 3.0 contained all of the elements
required for modernization
– Questioned timeframes and identified challenges to the
execution of Architecture 3.0
• Recommended that four programs (URET, TMA and Passive
FAST, CPDLC Build 1, CDM) be defined as Free Flight
Phase 1 (FFP1) and be managed together

NAS Modernization Task Force
Second NMTF: January 1998
• Continued to address action item progress
• Defined and endorsed a revised approach to address the
timeframes and challenges of Architecture 3.0
• Recommendations:
– A continued acceleration of critical infrastructure projects
(DSR, I-Host, STARS, etc.)
– Establish Free Flight Phase 1 activities to provide early user
benefits and risk reduction prior to full-scale development
– Refocus the Flight 2000 program to address key CNS risk
areas. Get user support to help mitigate technical and
operational risks that must be resolved to achieve acceptance.
– Incorporated criteria for airline equity, inclusion of GA,
integration of FFP1 activities
