Enhanced Ground Delay Program (GDP-E)
• Shared, real-time information between Air Traffic Control
System Command Center (ATCSCC) and participating
Airline Operational Control (AOCs)
– AOC schedules
– Projected demand and capacity
• Benefits:
– AOCs gain greater autonomy over their flight operations -
deciding which flights to delay or cancel, which arrival slots to
fill at impacted airports
– ATCSCC gains more realistic estimate of system demand,
enhancing system predictability and efficiency
– AOC actions can eliminate or reduce ATCSCC need to impose
ground delay or ground stop programs

• Primary tool performing GDP analysis
– Ration By Schedule (RBS)
• Ensures fairness and equity during a GDP
