Collaborative Decision Making (CDM)
What is It?
• A critical “cornerstone” concept to improve Traffic Flow
Management (TFM) for NAS operations
• Joint decision making (government and industry) based on:
– Mutual understanding of the goals - shared and independent
• Economically and operationally sensitive management decisions
– Common picture of the NAS environment from CDM “tools”
• A collaborative environment that requires government ATM
and Industry Users to:
- Share responsibility for system management
• Problem identification, definition, and resolution
- Update and share information, in a timely fashion, that
supports both air traffic management and flight operations
