BG Smith is the MITRE/Center for Advanced Aviation System Development (CAASD)
system engineering liaison to the FAA's Free Flight Program Office. He helped
develop the FFP1 concept through RTCA and has supported the Free Flight Program
Office since its beginning. He currently leads the Free Flight Program Office risk
management program as well as supporting the safety assessment program.
Previously, as the Director of Logistics Engineering Services for Advanced Testing
Technologies, Inc., he was involved with developing depot level support strategies for
the E-767 AWACS aircraft. He is a retired military fighter pilot and senior flight
examiner with over 4000 total flight hours logged in several aircraft including the F-
106 and F-16.

The Situation
• In the early ‘90s, airlines recorded record losses
• Air Transport Association estimated the cost of delays at
$3.5B per year - some avoidable, some unavoidable
• “National Committee to Ensure a Strong Airline Industry,”
August 1993:
– “…In the history of American business, there has never been a
major commercial industry whose minute-by-minute operating
efficiency was capped by the daily operating efficiency of the
federal government - except for the airlines.”
• Growing recognition that the ATM system was not making
significant progress toward taking advantage of advances
in CNS and computing technology
• Summer’s of 1999 and 2000 – Record setting delays, high
visibility press coverage, Congressional hearings, growing
public awareness of issues
