4  Assessment and Verification
4.1  Requirement
Providers of air traffic services shall ensure that the training progress of student and/
or trainee air traffic controllers undertaking unit training is assessed:
a) at a unit with a Level 1 UTP, by an OJTI;
b) at a unit with a Level 2 UTP, by a unit assessor authorised by the CAA.


4.2  Unit Training Plan Assessors
4.2.1  To conduct assessments on a UTP a controller must: a) hold a valid rating and rating endorsement(s), if any, at that unit in the rating in which he will assess; b) be a practising OJTI for at least one year immediately prior to becoming an
assessor; c) have successfully completed an approved course of assessor training; d) provide evidence of having satisfactorily conducted assessments in accordance
with the UTP under the supervision of a qualified assessor; and e) be assessed by a unit verifier as competent to conduct assessments.
4.2.2  Controllers who are authorised to assess on a UTP shall only assess the progress of trainees at that unit.
4.2.3  Authorisation to assess training progress does not confer the privilege to sign a unit endorsement associated with the ATC licence.
4.2.4  On transferring to another unit, the assessor shall have to satisfy the criteria in paragraph 4.2.1 a), b) and e) above, before he can conduct assessments at the new unit.

4.3  Roles and Responsibilities
4.3.1  Unit Assessors Unit assessors are responsible for: a) the conduct of individual assessments; b) collecting and collating evidence of the trainee's performance; c) grading the trainee's performance; and d) reporting findings, in accordance with the UTP.
4.3.2  Providers of Air Traffic Services Providers of air traffic services at units where they are responsible for the provision
of air traffic control services must have processes, procedures and competent personnel to ensure that: a) the controllers they nominate to be unit assessors are appropriately licensed and
meet the experience requirements in paragraph 4.2 above; b) the unit has sufficient unit assessors; c) unit assessors are competent to assess training progress on the UTP; d) a list of unit assessors is maintained at the unit and referenced in the UTP.

4.4  Requirement
Providers of air traffic services shall ensure that the assessment process associated with Level 2 UTPs is verified by unit verifiers authorised by the CAA.

4.5  Unit Training Plan Verifiers
4.5.1  To verify the assessment process on a UTP, controllers must: a) have held an assessor qualification at that unit for at least one year; b) have successfully completed an approved course of verifier training; and c) have been assessed as competent to carry out verification of the assessment
process.
4.5.2  Providers of air traffic services shall ensure that a list of unit verifiers is maintained at the unit and referenced in the UTP.
4.5.3  Controllers who are authorised to verify the assessment process on UTPs shall only verify assessments on the UTP at that unit.
4.5.4  Authorisation to verify the assessment process does not confer the privilege to sign a unit endorsement associated with the ATC licence.
4.5.5  On transferring to another unit, the verifier will have to satisfy the criteria in paragraph
4.5.1 a) and c) above before he can verify assessments at the new unit.


4.6  Roles and Responsibilities
4.6.1  Unit Verifiers Unit verifiers are responsible for: a) ensuring assessments are correctly conducted in accordance with the
requirements of the UTP;
b) establishing best assessment practice;
c) ensuring that the result can be justified by the evidence;
d) giving feedback to assessors and providers;
e) assessing the competence of assessors.

4.6.2  Providers of Air Traffic Services Providers of air traffic services at units where they are responsible for the provision
