5.5.2  Instructors who do not hold an air traffic controller licence but have relevant professional qualifications and experience appropriate to the subject being taught may conduct theoretical training. They shall have successfully completed an approved classroom instructional techniques course. They shall be assessed for continuing competence at least every three years.
5.5.3  Instructors shall be assessed for practical competence, including TRUCE, at least annually. The assessment process shall be approved by the CAA.
5.5.4  Training providers shall ensure that instructors who conduct classroom lessons have successfully completed the relevant training programme as defined in the UTP and shall have been assessed as competent. They shall be assessed for continuing competence at least every three years.
5.5.5  Instructors who conduct practical simulator training shall have successfully completed the relevant training programme as defined in the UTP and shall have been assessed as competent. They shall be assessed for continuing competence at least annually.
5.5.6  The knowledge of instructors pertaining to current operational practices and procedures must be updated, at least annually, in accordance with a procedure approved by the CAA. This should include a period of operational refresher familiarisation (ORF) at appropriate operational units.

5.6  Simulator Input Staff
Simulator input staff shall have successfully completed an approved training course as defined in the UTP and shall have been assessed as competent. They shall be assessed for continuing competence at least annually.

5.7  Initial Training Assessors
5.7.1  Staff employed in the assessment of student competence shall: a) hold a current practical competence assessment, at the training centre concerned, in the rating they will be assessing; b) demonstrate that they have satisfactory knowledge of the relevant course
structure and objectives and the methods of assessment used; c) have successfully completed an approved course of assessor training;
d) provide evidence of having satisfactorily conducted, under the supervision of a qualified assessor, at least three assessments in the rating(s) they will be assessing;
e) be assessed by a verifier as competent to conduct assessments; and
f)  only conduct assessments on individuals where a proportion of the evidence has been collected by direct observation.
5.7.2  Instructors who are authorised to assess may only assess the progress of students at the training centre concerned. If an Instructor moves to another training centre, he shall satisfy the criteria in paragraph 5.7.1 a), b) and e) above before he can conduct assessments at the new centre.
5.7.3  Initial training assessors are responsible for: a) carrying out assessments as directed by the course verifier; b) integrating all forms of evidence in order to assess a student's performance; c) recording results of assessments in accordance with the training provider's
administrative procedures; and d) submitting the assessment records to the verifier for verification.
5.7.4  Training providers are required to ensure that they have procedures and competent personnel to ensure that: a) the instructors they nominate to be assessors are appropriately qualified to meet the competence requirement in paragraph 5.7.1 above;
b) they have sufficient assessors; and
c) assessors are competent to assess training progress.


5.8  Verifiers
5.8.1  Staff employed in the verification of assessments of student competence shall:
a) hold a current practical competence assessment, at the training centre concerned, in the rating they will be verifying;
b) hold an assessor qualification and shall have acted as an assessor on at least one initial ATC training course in the rating they will be verifying;
c) have satisfactorily completed an approved course of verification training;
