Part 2 Approval of Initial ATC Training Courses
1  Course Approval
1.1  Requirement
Courses of instruction leading to the grant of an Air Traffic Controller licence shall be approved by the CAA and shall be conducted only by training providers certified by the CAA.

1.2  Acceptable Means of Compliance
1.2.1  Training providers wishing to offer courses of ATC training towards the grant of a rating or rating endorsement are required to submit, in the form of a Course Design Document (CDD), their proposed courses of training to the CAA. The CDD will contain a statement from the accountable manager confirming that the course meets the requirements of this document.
1.2.2  The CDD shall be submitted to ATSD at least eight weeks before the training provider intends to conduct the first course.
1.2.3  The CDD must demonstrate that:
a) the proposed course provides training to enable students to reach performance objectives and terminal objectives as laid down in ESACCCIT and the additional UK national performance objectives laid down in the CAP 624 series;
NOTE:  The CAP 624 series Performance Objectives includes references to the ESACCCIT syllabus. The purpose of this reference is to direct the user to the relevant part(s) of ESACCCIT of which the detailed performance objectives are required to be met to ensure compliance.
b) the course programme, complete with links to the respective theoretical and practical training sessions, shall demonstrate that the methodology used to establish details of the content, organisation and duration of training courses is adequate. This will include the method by which examinations or assessments are organised;
c) all training equipment is adequate for the proposed course of training;
d) simulators comply with the criteria shown in Section 3, Appendix 4 of this document;
e) the training provider has appropriate processes in place to ensure that the course meets customer requirements;
f)  the training provider has appropriate processes in place to ensure that the course meets regulatory requirements; and
g) the training provider maintains records of all changes made to the course, either on a temporary or permanent basis, and the reasons for making them.

1.2.4  A suitable form of a CDD structure is shown at Appendix 3 of this Section.
1.2.5  A master copy of the Course Design Document, showing all changes incorporated and the reasons for them, shall be maintained by the training provider. It shall be possible to trace the development of the course from this document.
1.2.6  The training provider shall maintain records to show that adequate studies have been followed by course participants. When periods of absence have occurred, records shall show how any missed training was recovered.
1.2.7  The training provider shall retain all student training and assessment records for 2 years following completion of a course.

 

2  Maintenance and Review of Initial ATC Training courses
2.1  Requirement
2.1.1  Training providers shall have processes in place by which they maintain and review ATC training courses to ensure that the training they provide meets the requirements of operational ATC units.
2.1.2  Changes made as a result of these processes shall be documented in the course design document, together with the reasons for making them.

2.2  Acceptable Means of Compliance
2.2.1  Course Maintenance
2.2.1.1  Training providers shall update their courses in accordance with relevant regulatory requirements.
2.2.1.2  Other changes shall be recorded, together with the reason for the change, by the training provider. Training providers shall ensure that any changes remain in compliance with the requirements of paragraph 1.2.3 above. In case of doubt, the training provider shall consult with the CAA before implementing any such change.
