2.2  The outcome of the assessment is to be recorded on a Certificate that is to be issued to the individual. The Certificate must include the items detailed at Appendix 4.
2.3  The assessing organisation is to report the outcome of all assessments to the CAA.

 


Appendix 1  Records to be Retained by Providers of Initial Training
1.1  The following records must be retained permanently by training providers who provide initial training;
a) ATC Training Provider Exposition (master copy).
b) ATC Training Course Design Documents (master copies).

1.2  Training and assessment records are to be retained for 2 years following the completion of a course, as follows; a) a) course nominal rolls; b) list of course managers, instructors and assessment staff for each course; c) written assessment question papers; d) written student answer papers; e) verbal assessment reports including questions asked and records of student responses; f) practical formative reports; g) practical summative reports; h) practical assessment reports; i) consolidated course results sheet with final assessment for each student; j) course log detailing changes made to the course conduct and any significant events affecting the running of the course; k) attendance records and any course programme changes to accommodate student
absence; and l) evidence that each student has a copy of the training provider's appeal procedure.
1.3  Records of instructional, simulator input and assessment staff competence, showing: a) name and forename; b) ATC licence qualifications, if appropriate, including:
i) licence number; and
ii) ratings and licence endorsements held and unit endorsement records.
c) details of OJTI, assessor, verifier and/or examiner training undertaken; and
d) details of competence training and date(s) of last relevant competence check(s)
undertaken at the training provider.
1.4  Records of external audits.

Appendix 2 Exposition
1  Training Provider Exposition
In order to obtain CAA approval to conduct ATC initial training courses, the training provider must provide an exposition containing the following information. The exposition should be typed, with paragraphs and pages numbered, following the sequence specified below.
1.1  Cover Page a) name of training provider; b) title of exposition; c) version number; and d) date of document.
1.2  Section 1 – Administrative Information
a) name and address of the training provider and, if different, name and address of the training centre to which the exposition refers;
b) the names, telephone, fax numbers and email addresses of the following:
i) the accountable manager;
ii) the head of the training centre; and
iii) the person nominated by the training provider as the focal point for communication with the CAA;
c) Training centre organisation chart. Organisational information should show how the training centre is linked to the training provider, how ATC courses will be administered and how the instructional and support staff will be organised. The interrelationships with any other activities of the training centre should also be shown.

1.3  Section 2 – Compliance
In this section, the training provider shall show how it complies with the requirements of this document. In addition, the exposition shall contain a statement, signed by the accountable manager, confirming that the training provider exposition defines the training provider's compliance with the requirements in this document and will be complied with at all times.


2  Guidance
The first application for training provider certification and course approval shall be made concurrently.
