1.3.3  Consultation with ATSD is recommended in order to determine the extent of the assessment for previous competence.
1.3.4  The assessment shall be arranged in such a way that all sub-topics featured in the relevant rating course are adequately covered.
1.3.5  The training provider verifier shall submit to ATSD a report of the assessment showing the areas covered and the result of the assessment. Where the verifier establishes there is a requirement for further training, the report shall include recommendations on those areas in need of additional training.


2  Assessment for Previous Competence – Individuals
2.1  Requirement
Under the terms of CAP 744, candidates who are required to undertake an assessment for previous competence shall apply to the CAA's ATS Licensing Section in order to confirm their eligibility to do so.

2.2  Acceptable Means of Compliance
2.2.1  CAP 744 details the various situations in which individuals are required to undertake an APC. Individuals shall comply with these requirements.
2.2.2  Where appropriate, ATSD shall check the evidence submitted and reply to applicants in writing stating whether or not they may present themselves to a training provider for assessment.


3  Assessor and Verifier Training
Certified training providers wishing to provide assessor and verifier training courses shall submit their proposals to ATSD for approval in the format required in Section 2 Appendix 3.


Section 2
Part 1 Initial Training
1  Administrative Procedures
1.1  The CAA requires training providers to apply for approval of their courses of initial training.
1.2  When satisfied with the proposed initial training course, ATSD shall grant provisional approval of the course to the training provider before the conduct of the first course. The conduct of the first course will be subject to audit by ATSD and, if satisfactory, ATSD will grant full approval of the course to the training provider.
1.3  Until such time as approval is granted, any promotional material or reference to the training provider, its training centre(s) and training courses must clearly state that CAA approval has not yet been granted.
1.4  Training providers are advised not to embark upon any contractual arrangements until training provider certification and provisional approval of the relevant course has been obtained.

2  Initial Training Application
2.1  Requirement
Courses of instruction towards the grant of an Air Traffic Controller Rating and/or Rating Endorsement may only be provided by training providers certified for that purpose by the CAA.

2.2  Acceptable Means of Compliance
2.2.1  A training provider seeking certification shall follow the procedures laid down in Section 1, Parts 1 and 2 of this document.
2.2.2  Records to be retained by an initial training provider are shown at Appendix 1 to this Section of this document.


3  Organisation
3.1  Determination of an organisation's suitability to provide initial training will be by evaluation of an exposition submitted to ATSD, as described in Appendix 2 to this Section.
3.2  The training provider will be required to nominate an individual (the accountable manager) who has overall corporate authority for ensuring that all training commitments can be financed and carried out to the standards required by the CAA.
3.3  The exposition shall include an organisational chart and shall document individual accountabilities and responsibilities.
3.4  The training provider shall nominate a person to be the focal point for communication with the CAA.
3.5  The training provider must demonstrate that it has sufficient competent staff to plan and carry out theoretical and practical training and associated assessments in accordance with its certificate.
