5.8.3 Initial training provider verifiers are responsible for:
a) ensuring that assessments are conducted in accordance with the approved Course Design Document (see Section 2 Part 2 paragraph 1.2);
b) ensuring that the assessments are to the required standard by assessing a sample of trainees' performances independently and considering this against the assessors' results. If the verifier cannot reconcile his assessment with the assessor's, he must change that allocated by the assessor. The variation may be applied individually or to a group of trainees.
c) assisting assessors in the interpretation and application of standards within the training centre;
d) checking and endorsing the assessment reports;
e) training assessors and summative report writers, as required;
f) assessing instructors for competence; and
g) liaising with other verifiers regarding the consistency of standards.
5.8.4 Training providers are required to ensure that they have procedures and competent personnel to ensure that: a) the instructors they nominate to be verifiers are appropriately qualified to meet the competence requirements in paragraph 5.8.1 above;
b) they have sufficient verifiers; and
c) verifiers are competent to verify the assessment process.
5.9 The training provider shall have procedures which ensure standardisation throughout the assessment process.
5.10 The training provider shall maintain a record, referenced in the UTP, of all instructors, assessors, verifiers and simulator input staff. The records shall contain the information as described in Appendix 1 to this Section.
6 Assessment Procedures
6.1 The training provider shall have course assessment procedures which meet the requirements described in Part 4 of this Section. Both written and verbal assessment procedures shall be documented.
6.2 Assessment procedures shall ensure that students are kept aware of their progress during the course, including any areas where improvement is required and the goals they must achieve to successfully complete the course.
6.3 Assessment exercise reports shall only be completed by suitably trained instructors.
6.4 Students shall sign all summative reports to acknowledge their content.
6.5 All assessments shall be carried out by qualified assessors and verified by qualified verifiers.
7 Quality Management System (QMS)
7.1 The training provider shall design, operate and maintain a QMS, which shall include processes by which it will manage, develop, deliver and maintain ATC training in accordance with the requirements prescribed in this document.
7.2 The QMS shall be a process based system and shall specify the training provider's processes with respect to its management structure, course design and conduct, the assessment scheme and the competence of instructional and assessment staff.
7.3 The QMS shall include a requirement for an independent audit by an external organisation to monitor training standards, the integrity of theory and practical assessments and compliance with and adequacy of procedures. The management of the quality system must include feedback from the independent audit findings to the accountable manager to ensure, where necessary, corrective action is taken.
