to enhancing safety levels in some of the
busiest and most complex air traffic areas of the
world. This remains the Agency’s core activity.
However, over the years it has been assigned a
considerable number of new tasks and responsibilities.
Following the approval by the European
Community of the Single European Sky initiative in
2004, EUROCONTROL has been assisting the
European Commission with the implementation of
this paradigm shift for European ATM.
Today, EUROCONTROL's prime objective is the
development of a seamless, pan-European air traffic
management system. To achieve this, the
accession of new Member States is seen as fundamental,
not only because it is central to the establishment
of a Single pan-European Sky but also
because EUROCONTROL's core activities involve
finding solutions to European air traffic management
problems. This goes beyond national and
indeed continental borders, and requires close
coordination and cooperation and the highest possible
degree of alignment.

ENCOMPASSING THE EUROPEAN
CONTINENT
The ever wider geographical reach of EUROCONTROL’s
activities since its creation have
yielded firm political, institutional and operational
benefits. Over the past 16 years, membership
has increased substantially, from 11 Member
States in 1990 to the current 36. Seven of these
Member States have joined since 2001.
The continued expansion of EUROCONTROL
provides opportunities for greater standardisation
and safer operations, improving the overall
performance of the European ATM network.
It also stimulates the development of regional
cooperation initiatives, which in turn contribute
to boosting integration and cooperation
within areas having similar needs, thus benefiting
the entire European ATM system.
Despite the steady increase in membership of
EUROCONTROL, a few European States are still to
join. In this connection, the Agency
has already initiated negotiations
and exploratory talks to encourage
them to apply for accession,
with the aim of achieving
membership of all 42
European Civil Aviation
Conference (ECAC) States
within two years.

New Member States
In 2005, Serbia and Montenegro became a
Member of EUROCONTROL, and Armenia, the
Organisation’s 36th Member State, joined the
Organisation in March 2006. In 2005, Lithuania
made considerable progress in the accession
procedures.
EUROCONTROL currently has 36 Member
States: Albania, Armenia, Austria, Belgium,
Bosnia and Herzegovina, Bulgaria, Croatia,
Cyprus, the Czech Republic, Denmark, Finland,
France, Germany, Greece, Hungary, Ireland, Italy,
Luxembourg, the former Yugoslav Republic of
Macedonia, Malta, Moldova, Monaco, the
Netherlands, Norway, Poland, Portugal, Romania,
Serbia and Montenegro, Slovakia, Slovenia, Spain,
Sweden, Switzerland, Turkey, Ukraine and the
United Kingdom.

There are no specific provisions in the EUROCONTROL
Revised Convention regarding the eligibility
of States to become EUROCONTROL
Member States. However, the established practice
is that a State is eligible when it is both European
and a member of ECAC, “Europe” being defined
as the geographical area comprising all of the
countries which are members of the Council of
Europe.

EUROPEAN COMMUNITY
MEMBERSHIP OF EUROCONTROL
In October 2002, the EUROCONTROL Member
States and the European Community signed a
Protocol on the Accession of the European
Community to EUROCONTROL. This was the culmination
of negotiations aimed at ensuring consistency
between the two organisations as they work
together towards the development of the European
