support and commitment in matters relating
to the European ATM strategic objectives of the
Provisional Council and the architecture of the
European ATM network.
The SCG will advise the Director General on the
operational, technical and related resource elements
of strategic matters affecting the air transport
industry as a whole, in particular the ATM
2000+ Strategy, the ATM Master Plan, domain
strategies, pan-European programmes and implementation
planning, ensuring complementarities
with other existing bodies. This will include the full
spectrum of ATM, including air traffic flow and
capacity management and research and development
policies.
An important task of the SCG members will be to
ensure the commitment of stakeholders to the
implementation of agreed outcomes, and the consistency
of the latter with the strategies and plans
of their respective organisations.
Next steps will be to review and streamline EATM
working arrangements at preparatory level
(Domain Teams, Programme and Service Steering
Groups, etc.).

The web-based awareness and training package
will be available to the general public and a version
more specifically targeted to air traffic management
will be on a password-protected site.
EXCELLENCE AND CONTINUOUS
IMPROVEMENT
Excellence is defined as “outstanding practice in
managing an organisation and achieving results”.
The need for a more structured approach towards
excellence with a view to reinforcing best managerial
practices, stimulating continuous improvement
and raising customer satisfaction is well recognised.
At present, ATM organisations in Europe – including
several air navigation service providers – use
different methodologies for continuous improvement,
setting their own targets and working independently
towards excellence. Consequently,
there is a need to ensure that excellence in the
provision of gate-to-gate air navigation services in
Europe progresses towards a more aligned
approach.
The Excellence Policy Group (XPG) is the driving
force to deliver the direction of change related to
excellence in ATM as set out in the EUROCONTROL
ATM 2000+ Strategy and ECIP
Objectives on Quality Management for the period
2006-2010.
ENVIRONMENT
Contributing to environmental awareness
As part of its focus on contributing to a better understanding
and awareness of the environmental impact
of aviation, in October 2005 EUROCONTROL
launched the development of a web-based training
package.
The package, available on the Internet provides air
traffic management personnel with information and
education on the environmental issues facing aviation
and air traffic management. While aviation provides
substantial economic and social benefits, a balance
needs to be found to enable the efficient and sustainable
growth of the industry.
Air traffic management contributes to reducing environmental
impact in a number of ways, for instance
reducing aviation emissions through the promotion of
more direct and fuel-efficient flying, while meeting
high safety standards and capacity requirements.
However, to deal with environment challenges, all
parts of the air transport supply chain should share a
common understanding of environmental issues and,
collectively, work towards sustainable air traffic development.
The environment e-learning tool – which is the first of
its kind – is designed to give all operational staff a
good understanding of general issues associated
with environment and aviation as well as specific indications
of what actions they can take in their daily
work to help mitigate the impact of aviation on the
environment.

EUROCONTROL will continue to facilitate this
working arrangement through the excellence management
function part of EATM.
Business excellence
In 2005 the EATM SBU continued its journey to
excellence with an improved score in its annual
self-assessment and a number of improvement
activities.
The self-assessment methodology used the more
rigorous approach of award simulation.
At the same time EATM contributed significantly to
the EUROCONTROL Agency’s “Recognised for
Excellence” achievement.
Efficiency management
The EATM SBU remains committed to and focused
