“Consolidating airspace in the heart of Europe”
2005 – A year marked by strong
growth and record low delays
2005 saw one of the strongest growths in traffic since
the year 2000 spanning the whole geographical area
of the Maastricht Upper Area Control Centre.
In total, close to 1.4 million flights were handled in the
upper airspace of the Benelux countries and the northwest
of Germany – 89,000 more than in 2004. The
growth of low-cost carriers and the significant expansion
of some of the main European carriers were instrumental
in this remarkable increase in traffic.
With a traffic increase of 6.9% and an overall reduction
of 78% in delays, 2005 yielded the capacity
increase greatly needed by the airspace users.
In parallel, the total economic cost per flight hour controlled
was reduced by 23% compared with the previous
year. This achievement provided an important
contribution to the objective of increasing the efficiency
of the ATM network in Europe.
SAFETY
During 2005, ATM safety was maintained at high
levels.
The implementation of the safety management
system continued to progress in 2005. Further
processes were defined and documented, and
were subject to independent assessment by the
Agency’s Safety Regulatory Oversight Unit as well
as ISO auditors. It is anticipated that the final safety
management system will be approved by the
Agency’s Safety Regulatory Oversight Unit in the
course of 2006.
In parallel, the implementation of the safety management
system continued to progress. Safety
cases and assurance were developed and delivered
for all major changes. Safety performance
was monitored. Recommendations aimed at further
increasing the level of safety and preventing the
recurrence of previously identified incidents continued
to generate improvements while non-conformities
reported in external audits were resolved.
Finally, the introduction of safety management
training courses for all staff started in April 2005
and is due to continue in 2006. The objective is to
raise awareness of the importance of safety for all
staff and to promote a robust safety culture.

In parallel, the year was earmarked by a sharp
fall in delays. Total en-route delays fell by 78% to
an average delay per flight of 0.13 minutes (or 8
seconds) for the whole year. This compares with
an average delay per flight of 0.61 minutes (or
37 seconds) in 2004.
The impressive reductions in ATFM delays during
2005 were mainly achieved by using
enhanced tactical flow and capacity management
processes, drawing benefits from sector
occupancy levels and flight data from the
CFMU. Other significant factors also contributed
to this trend, inter alia, improved manpower
CAPACITY
In 2005, traffic reached unprecedented levels, with
1,386,085 flights – a rise of 6.9% on 2004.
In the summer (1 May - 31 October), traffic saw a
net increase of 7.2% while delays fell by almost
80%. Daily traffic hit record levels on 16
September 2005, with 4,485 flights processed in a
single day. This represents an increase of 5.9% on
the previous year’s busiest day (4,235 flights handled
on 10 September 2004). The strongest traffic
growth of the year occurred in June, with 9.3% on
