Central Flow Management Unit
“Ensuring ATM network fluidity”
Since it started tactical operations in 1995, the
EUROCONTROL Central Flow Management Unit
(CFMU) has contributed to making the best possible
use of available airspace capacity in Europe.
This has resulted in additional capacity and has
contained air traffic flow management (ATFM)
delays (on average to below 2 minutes), in spite of
a 33% traffic growth over the last ten years.

SAFETY: A STATE OF MIND
Traffic flow management is central to European
efforts to accommodate the increase in aircraft
movements, and strikes a delicate balance
between responding to demand for airspace and
ensuring the safe operation of traffic management.
Besides its day-to-day contribution to ATFM safety,
in 2005 the CFMU introduced several other initiatives
involving ESARR compliance, procedures for
the implementation of the Safety Assessment of
Foreign Aircraft (SAFA) programme and the
improvement of contingency arrangements for its
own operations.
The CFMU also developed projects aimed at
improving the consistency and ease of access to
aeronautical information for the entire ATFM community
– thereby contributing to a reinforced
awareness of the overall air traffic flow and capac-

ity management (ATFCM) situation. These included
the implementation of a new Routes Availability
Document (RAD) publication procedure.
ESARR compliance
The CFMU has committed itself to complying with
EUROCONTROL Safety Regulatory Requirements
(ESARRs) in all safety-related activities. 2005 was
dedicated to the organisation of the ESARR compliance
project: investigating safety occurrences,
defining a severity classification scheme, updating
the safety policy, and carrying out an inventory of
current procedures.
The plan for 2006 is to implement ESARR2 –
with the setting-up of a level-2 investigation
process and a safety committee; and ESARR5 –
with the formalisation of existing operational
practices and procedures.
1995-2005: 10 years at the service
of the ATFM community
On 1 March 1995, the Flight Data Flow Management
(FDFM) Group of EUROCONTROL’s Member
States announced the start of ATFM operations
by the Central Flow Management Unit.
At that time, Europe was facing severe air traffic
delays. Consequently, flow management interfaces
were streamlined, slimming down from
eleven air traffic flow management cells to five.
Even this slimmer model, however, gave rise to
problems in communication and interoperability –
hence the concept of a centralised European air
traffic flow management unit was developed.
Ten years on, the CFMU can be said to have been
a European success story thanks to its close
cooperation with all key ATFM players.
Over the last ten years, the CFMU has considerably
extended its area of operations and is now
serving 36 European Member States.
On a daily basis, the CFMU works together with:
❚ 84 flow management positions – direct or
adjacent – which in turn manage
450 air traffic control sectors and
75 en-route centres
❚ 250 aircraft operators
❚ 450 airports
❚ 3500 end-users connected to its systems.
In 2005, the CFMU handled:
❚ more than 9 million flights
❚ over 30,000 flights a day
❚ approximately 15 million flight plan messages.
