be able to cope with growth much beyond 2018 or
thereabouts. While DMEAN will help the system
keep up with demand until early in the next decade,
a concerted industry-wide effort was needed to
identify the ATM system for the 21st century.
Consequently, at the end of 2005, together with the
European Commission and a consortium of 30 partners,
we launched SESAR (Single European Sky
ATM Research). The SESAR definition phase is the
first of a three-phase initiative, and aims to provide a
framework for the future, including an Air Traffic
Management Master Plan for Europe.
SESAR is one of the ways we have developed in collaboration
with all the stakeholders, to face up to the
challenges confronting the European ATM system in
the future. However, we still have to recognise that
there is a need to realign some of Europe’s ATM priorities.
In particular, safety data collection and safety
management, route efficiency, fragmentation and
punctuality need more focus. If we are to continue to
improve cost-efficiency, we must confront the issue
of air navigation service provision alignment, and
address this from a European network perspective.
By the end of 2005, it could be said that together
with our partners, we had faced up to these challenges,
and delivered some highly satisfactory
results for European air traffic management.
However, as we look to the future, we know that
ATM has to face up to the challenges confronting
Europe in earnest, so as to meet the growing future
demand for personal mobility, especially in air travel,
in an economically and environmentally sustainable
framework. Its remarkable performance in
overcoming other daunting challenges in the
recent past – such as capacity – proves that if work
is tackled in partnership by air transport actors
across the continent, success can be achieved.

Over the past 40 years, the European air traffic management
environment has changed dramatically
from one in which airspace was administered solely
by national service providers to one in which international
rule-setting and cooperation, cross-border
communications and harmonisation of systems,
procedures and operations have become fundamental
to the way in which the system is operated.
From the outset, EUROCONTROL has been dedicated
