Presently, CAT II / IIIA / IIIB facilities are available on Rwy 28, Rwy 11 and Rwy 29 at Delhi and CAT II on Rwy 19L at Kolkata Generally, visibility at Delhi and Kolkata remain below 500M for longer duration in the morning hours and sometimes in the evening hours from November to January. Therefore, the whole schedule of the Airlines is badly affected which further caused inconvenience to the passengers. To meet the Operational Requirements of Modern Aircraft and also passenger convenience, CAT II / IIIA / IIIB systems have been installed at these airports.
1.3 Level of Safety
The main objective of CAT II / III A / III B operation is to provide the level of safety equivalent to other operations, but in more adverse weather conditions and lower visibility.
The desired level of safety is achieved through:

CAT II weather minima are established to provide sufficient visual references at DH to permit a manual landing. (It does not mean that the landing must be made manually.)
CAT-IIIA/IIIB weather minima do not provide sufficient visual references to allow a manual landing to be made. The minima only permit the pilot to decide if the aircraft will land in the Touch-down Zone.
Therefore an automatic landing system is mandatory to perform Category-IIIA/B Operations. Its reliability must be sufficient to control the aircraft to touchdown in CAT-IIIA/B Operations and through roll-out to a safe taxi speed in CAT III B (and CAT III C when authorized).

Qualifications & Training
2.1 Qualifications and Flying Experience Requirements As per CAR Sec 7, Series part 1, Rev 1, dt 22nd Nov 2005.
The pilot seeking authorization for ILS CAT-II or CAT-III operations shall meet the following qualifications and experience requirements.
a) Licence and Ratings
i) Current CPL or higher licence.
ii) Instrument Rating
b) Flying Experience for PIC
i) Total flying experience 2500 hrs
ii) PIC experience on type 500 hrs. (for initial authorization). 200 hrs (for additional aircraft type authorization).
iii) Night flying on type 100 hrs.
iv) Instrument Flying 100 hrs. (Including not more than 50 hrs. on Full Flight Simulator of the type.

2.2 REQUIREMENTS FOR CAT-II / CAT III A/B
2.2.1 FLYING EXPERIENCE FOR PIC
