– Avoid single-point catastrophic failure mode

THE MARKETPLACE
BY TOM CROWELL JR., PRESIDENT
The market has switched over to where
the expectation is that prices will rise
rather than fall in the near future. We are
still seeing two segments though – newer,
lower-time aircraft and older aircraft. By
comparison the newer aircraft have been
selling fairly quickly even with some
price increases. The older aircraft, even
with legitimate RVSM solutions, are still
moving very slowly!
Currently, the newer, long-range
aircraft, are holding their gains from
last year. The early GIV’s are up $1.5
million since last year as an example.
This is having a positive effect on the
next lower tier, such as the GIII and
Falcon 50 markets.
The medium-jet market is also seeing
the same effect. The newer, mid-sized
aircraft have seen small price increases
and this is now filtering down to the
older variants of these aircraft, such as
the Citation III.
Older, mid-sized aircraft are mixed,
with the Hawker 700's starting to see
some upward pressure. The older fanpowered
Hawkers have been priced as
low as $695,000.00.
The small-jet sales seem to be steady
with very few Citation Encores or CJ2's
available, a fair amount of Citation
Ultra/V’s, Lear 31A’s, Lear 45's and
Beechjet 400A’s. The older, small-jet
market inventory is still high.
Price increases we are seeing on the
newer aircraft will eventually drift down
to some of the older (but RVSM)
capable aircraft. The aircraft that will be
difficult to modify for RVSM without
major modification, will either be
scrapped or sold overseas where RVSM
is not required.
The turboprop market is very similar
to the jet market in that the newer
aircraft are selling and older aircraft are
increase our vigilance and improve our
statistical score? It must first be understood
that pilots are NOT the only
people responsible for safety.
Technicians, line personnel, schedulers
and dispatchers, company executives,
owners, friends and family ALL have
influence over SAFETY in executive
aircraft operations.
The U.S. Navy teaches an
Operational Risk Management course
which can be applied to aircraft operations.
The principles of this course are
as follow:
• Accept NO unnecessary risks
• Accept risk only when the benefits
outweigh the cost
• Anticipate and manage risk by planning
• Make risk decisions at the right level
• Follow a five-step process:
1. Identify Hazards
2. Assess Hazards (based on severity
and probability)
3. Make Risk Decisions
4. Implement Controls
5. Supervise (watch for any changes).
The world is not a very big place
anymore now that several corporate
aircraft are capable of 14-hour legs. With
these type design changes allowing vast
distances to be covered, they also may
increase fatigue. A normal sleep pattern
and the ability to maintain a normal
Circadian Rhythm is an easy way to
increase the margin of safety.
Unfortunately, fatigue is not exclusive to
transcontinental flight. It also applies to
business meeting hopping possible with
a Citation or King Air around the U.S.
According to scientists at the Fatigue
Counter Measures Group at NASA,
fatigue plays a dramatic role in accidents.
It is said that people that have
been awake for 16 hours or longer have

not. This trend cannot be pinned upon
the RVSM requirements since they do
not affect most Turboprops.
