EC and industry in the SES ATM Research Programme
(SESAR) since its inception.
The increasing complexity of European ATM reinforces
the need to organise its design and operation
in conjunction with its main players, taking a
global perspective.
Following a pan-European network approach, the
Agency fulfils its leading role by:
■ working for the common good of the aviation
system;
■ taking an impartial pan-European view;
■ consulting with all stakeholders at all stages;
■ providing a unique pan-European civil–military
interface;
■ focusing its ATM expertise continuously on pan-
European issues;
■ committing expertise and resources to support
States and air navigation service providers in
the development of a more efficient ATM system.
The Agency’s added value to the European ATM
system will be further enhanced by the completion
of a number of ongoing institutional and operational
actions.

Institutional
■ ratification of the revised Convention and the
European Community Accession Protocol;
■ expansion of membership to include all European
Civil Aviation Conference (ECAC) States;
■ strengthening of cooperation with the European
Community.
Operational
■ optimising pan-European network efficiency;
■ reinforcing the civil–military dimension of ATM;
■ strengthening stakeholder consultation;
■ integrating European research and development;
■ enhancing training;
■ improving the Agency’s cost-efficiency.
Delivering the objectives
through a framework of
core processes
The Agency’s role is to facilitate, coordinate and manage
ATM developments and initiate activities in support
of regulations and service provision from a
pan-European perspective. Furthermore, it fosters
and supports the longer-term vision of European ATM
for 2020, developed within the SESAR Programme
To efficiently deliver on its strategic objectives, the
Agency’s core activities are structured around four
strategic processes:
■ Cooperative network design, covering strategic
planning, research and development, coordinated
programme implementation and advanced training
over the medium term to provide gate-to-gate
system-performance improvement.
■ Coordinated management of specific pan-
European functions such as flow management
and route charges. It is based on the principle of
centralising functions to best exploit econo-mies
of scale and to complement national functions.
■ Provision of regional air traffic control services
on behalf of Member States which so request. It is
based on the principle of States sharing one another’s
airspace.
■ Support to regulation, addressing EUROCONTROL’s
safety regulations (ESARRs) and also
assisting EC regulation, through the drafting of implementing
rules for the Single European Sky.
This approach is designed to develop synergies
across the Agency, prioritising short- and mediumterm
safety and capacity deliverables and preparing
for the rapid implementation of the Single
European Sky.
The Agency’s activities are supported by stakeholder
consultation at all levels, spanning from technical
and operational issues, to strategic. A full
range of consultation mechanisms is in place to assess
and address the needs of the EUROCONTROL
stakeholder community. The Agency stakeholder
segmentation model represents a wide variety of interests
with different and sometimes diverging
needs and expectations originating from their own
objectives, activities and related constraints.
