Trend in real terms of cost per service unit (Parts I and IX)
EUROCONTROL costs (Parts I and IX) accounted in 2006 for 8.5% of the total en-route costs. In nominal terms, these costs sharply increased in 2005
due to the introduction of the Pension Reform (€63,281,000) and the early application of IAS 38 which required external efforts to be reported as operating
costs rather than being capitalised as investments. The increase from 2005 to 2006 (5%) is lower than the estimated increase of the total en-route
costs (6%) for this year. This increase is mostly due to the back-pay remuneration relating to 2003/2004, following the ILOAT judgment (€6,539,000) and
the increased cost of pensions (€16,583,000). Following the application of IAS 38, external efforts are, as from 2006, accounted for as operating costs
(42% increase) rather than investments (thus reducing depreciation costs by 45%).
In real terms, EUROCONTROL costs (Parts I and IX) increased by 3% between 2005 and 2006. However, as the total kilometres flown and the number of
service units increased by 5% over the same period, real EUROCONTROL costs per kilometre/service unit decreased by 2%.

mainly due to increased depreciation charges, is lower than the estimated increase in total en-route costs (6%). Over the period 2002-2006, the increase
was limited to 14% while total en-route costs increased by 23%.
