While costs of Parts I, III and IX are included in the individual cost-bases of the Member States, the costs of Part II are recovered through a handling charge
levied on every bill recovered through the CRCO system. For Part VI, CEATS Member States include in their own cost-base the contributions that they pay
to EUROCONTROL (i.e. €9,899,000 in 2006).
In real terms, the total costs of EUROCONTROL increased by 2% from 2005 to 2006, mainly due to increased pension charges (€16,583,000) and backpay
remuneration following the ILOAT judgment (€6,539,000 ). Over the period 2002-2006, a much higher increase was seen: the main reasons are the
Pension Reform and the application of IAS 38 which required external efforts to be recognised directly as operating costs rather than investments.
By resolving these two long-standing issues, EUROCONTROL is now able to show a real cost increase close to inflation in 2006 and will even be able to
show negative real trends in the future years.
