2005. The number of kilometres recorded in Member
States’ airspace for the calculation of route charges
was 7.98 billion kilometres, an increase of 4.7% over
2005. In addition, the number of service units rose by
4.5% over the year.
The CRCO billed a total of €5.71 billion in respect of
route charges for flights operated from January to December
2006, a slight increase of 1.0% over 2005.
The average weighted national unit rate for the Member
States decreased from €57.74 in 2005 to €55.84
in 2006 and is expected to be €56.41 in 2007.
In 2006, the CRCO achieved the highest recovery
rate over one year in the history of the route charges
system: as of 31 December 2006, 99.71% of
charges relating to 2005 were collected. The recovery
rate at due date slightly increased from 88.67%
to 89.03% in 2006.

Bilateral agreements relating to the billing and
collection of terminal charges
The EUROCONTROL Agency operates bilateral
agreements relating to terminal charges for Croatia,
which entered the scheme on 21 September 2006,
as well as Denmark, France (billing only), Ireland,
Italy, Hungary, Moldova and Slovenia (which joined
the scheme on 22 November 2006). The total
amount of terminal charges billed in 2006, was
€303.62 million, corresponding to 2.2 million flights.
In 2006, the CRCO also billed €14.66 million (corresponding
to 386,000 flights) on behalf of the Irish
Aviation Authority in respect of communications
charges for flights performed in the Shanwick
Oceanic Region.
Bilateral agreements relating to air navigation
charges
The EUROCONTROL Agency operates bilateral
agreements relating to air navigation charges with
seven States (Belarus, Egypt, Latvia, Lithuania,
Morocco, Ukraine and Uzbekistan). In 2006, the total
amount of air navigation charges billed by the
CRCO for these States, amounted to €295
million, corresponding to 1.1 million flights.
Achieving synergies
in the core area of Europe
EUROCONTROL’s Maastricht Upper Area Control
Centre
In 2006 EUROCONTROL’s Maastricht Upper Area Control
Centre (UAC) continued to deliver first-class services
to the airspace users at the lowest possible cost.
With an increase in traffic of 5.8%, offset against an increase
in costs of 3.9%, the overall objective of pegging
the increase in costs to below the level of traffic
growth was successfully met during the past year.
Cost-efficiency measures, in particular the reduction in
support costs and the improvement of processes as
part of the quality programme, helped to contain air
navigation service provision costs.
The total economic cost per flight-hour controlled (i.e.
the sum of air navigation service provision costs and
ATFM delay costs, per composite flight-hour) was €255
in 2006. This confirms once again, the high cost-effectiveness
ratio identified in the PRC European ATM
Cost-Effectiveness (ACE) Benchmarking Reports.
Compared to 2005, the total economic cost per flighthour
increased by some 8% on 2005 owing to higher,
yet still acceptable, ATFM delay figures. Despite the increase,
it remained well below the long-term objectives
set for the Maastricht UAC, which is set at € 289.
