to all stakeholders in the air transport industry.
As traffic levels continue to grow, challenged by an
increase in fuel price and a stronger concern for the
environment, it is vital that EUROCONTROL’s actions
are effectively targeted to improve the operational,
technical and economic efficiency of the European
ATM system.
Meeting the PRC’s flight-efficiency target will be a
challenge, but steps to make it achievable have
been put in place through the implementation of a
less fragmented network with more direct routes
and more environmentally-aware operational
procedures.
The unit cost of en-route air navigation services is
declining and on track to meet the notional pan-
European cost-effectiveness objective proposed by
the PRC. The EUROCONTROL Agency’s actions
aimed at improving the productivity of the ATM system
and reducing the fragmentation will help to
achieve the cost-effectiveness objective.
High-staff productivity, efficient ATM processes and
airspace management, reliability of performing ATM
systems as well as cost containment objectives were
the key factors which greatly influenced this result.
Overall, since 2001, the total economic cost per
flight-hour controlled decreased by 56%.

and Strategy aims
to reduce aviation’s
negative impact on
the environment
through the delivery
of more direct routes,
improved flight
profiles, increased
environmental
awareness and pan-
European research
programmes.
The Agency is focusing
its efforts in the
medium term on helping
SESAR to achieve
its target of a 10%
reduction in emissions,
whilst contributing to
the longer-term
targets set out in
ACARE’s vision 2020.
Environmental policy
Substantial progress has already been made in mitigating
aviation’s negative effect on the environment,
with emissions and noise reductions of more than
70% achieved over the last 40 years. EUROCONTROL
is supporting the process of focusing efforts
on achieving a cleaner and quieter aviation industry
via its membership of the Advisory Council
for Aeronautics Research in Europe (ACARE).
ACARE's Vision 2020 Programme coordinates the
efforts of industry, airlines, regulators and the European
Commission around the key goals of:
■ reducing fuel consumption and CO2 emissions
by 50%;
■ reducing perceived external noise by 50%;
■ reducing NOx by 80%;
■ reducing the impact of the manufacture, maintenance
and disposal of aircraft.
Key to EUROCONTROL’s contribution to achieving
these goals is the implementation of EUROCONTROL’s
Environmental Policy and Strategy
which was defined by the Provisional Council and is
in line with other relevant policies of bodies such as
the European Commission, the European Civil Aviation
Conference (ECAC) and the International Civil
Aviation Organisation (ICAO). In the medium term,
the focus will be on ensuring EUROCONTROL’s contribution
to meeting the SESAR emissions reduction
target of 10% by 2020.
EUROCONTROL continued to support ICAO’s Committee
on Aviation Environmental Protection (CAEP)
in 2006 through its presence on a number of working
groups. In March 2006, EUROCONTROL presented
a working paper at the fifth meeting of
ICAO's ALLPIRG Advisory Group, stressing the importance
of carrying out a worldwide assessment of
the environmental benefits arising from the introduction
of RVSM (Reduced Vertical Separation Minima)
and the need to explore further the
environmental benefits that operational improvements
can bring, while offering expert support in
these areas. Throughout the year, the Agency also
supported ECAC’s important environmental work
through its participation in the Abatement of Nuisances
Caused by Air Transport (ANCAT) Expert
Group. The European ATM Programme and the EUROCONTROL
Experimental Centre business units
provide the core of the Agency’s environmental expertise,
