The important work that EUROCONTROL does was
well recognised over the course of 2006. The ATC
Maastricht 2006 Award was given to the Performance
Review Commission (PRC) for its contribution to Air
Traffic management; the PRC was honoured once
again with Special Recognition at the IATA Eagle
Awards; the Central Flow Management Unit obtained
ISO-9001 certification and the Maastricht Upper Area
Control Centre received Single European Sky certification.
All these signs of recognition are tribute to the
value that is attached to the Organisation’s work.
Progress on the institutional level
Two new Member States joined EUROCONTROL in
2006, bringing the total to 37, and bringing closer the
goal of having all ECAC States as members.
The Provisional Council held two plenary Council
meetings in 2006 and organised a Workshop in July
on the future of European ATM; these resulted in
some real signs of progress. Key among these was
the decision to establish the Provisional Council Coordinating
Committee (PCC), formalising the role of
the former (informal) enlarged PC President’s Bureau,
and for the first time providing State representatives,
the military and airline and air navigation service
provider representatives’ real involvement in the
preparation of Provisional Council decision-making.
The Provisional Council also created a new forum for
the discussion of air navigation service strategies i.e.
the Air Navigation Services Board (ANSB) replacing
both the Chief Executives Standing Conference
(CESC) and the Airlines Consultation Forum (ACF).
Roadmap for the future
I was also pleased that a new ‘Roadmap’ was
adopted by the Provisional Council offering further
clarity about the future of ATM in Europe. This key
document also sets out EUROCONTROL’s short to
medium-term roles and responsibilities and draws
on the Organisation’s four key pillars of responsibility:
cooperative network design, pan-European functions,
support to the EU and its Member States in
their regulatory activities and support for the provision
of regional ATC services.
The roadmap will ensure that EUROCONTROL’s expertise
can continue to play a pivotal role in the evolution
of the pan-European ATM network. The
knowledge and experience EUROCONTROL has
gained in over four decades of dealing with the complexities
of providing leadership within such a diverse
arena will therefore remain at the heart of this
key issue for the future of the European economy
and environment.
In conclusion
I complete my term of office as President of the Provisional
Council at the end of 2006, and I would like
to thank my fellow Council Members as well as the
staff and management at EUROCONTROL for their
continued support and hard work over the two years
of my tenure. I wish my successor, Nils Gunnar
Billinger, every success as he takes on the important
job of steering EUROCONTROL into its longterm
future.

EUROCONTROL contributes to continued improvements
in the European air traffic management (ATM)
network’s performance in the areas of safety, capacity,
efficiency and sustainability.
Over the last few years, the performance of Europe’s
ATM system has improved considerably, thanks to
efforts made both by EUROCONTROL and the
aviation community at large.
Safety was given particular attention over the year
with good results: 2006 was the safest year ever for
