his team has regular contacts with their
US counterparts on an ad hoc basis and
are seeking to lift cooperation to another
level, through the establishment of a
formal transatlantic dialogue.
A global language
with regional 慸ialects?
S-JU representatives are also actively
and openly participating in ICAO forums
to help determine how the world抯 future
ATM systems can be harmonised and
integrated, as ICAO is developing a
performance manual which will detail how
the different regions in the world must
go about creating a performance-driven
system. The purpose of exchanges at
ICAO is to identify common denominators
within different programmes, so that
they fit within a global context, while at
the same time making it possible for
other regions of the world to implement
their own, enhanced ATM systems at a
later stage.
The Single European Sky was initially
intended to provide an answer to
Europe抯 problems ?a fragmented structure
spread over different nations and
incompatible systems. But Europe is
also designing a response bearing global
interests in mind. 揑 can抰 see a European
solution creating a new silo here, with
a solution to our own problems which
would not be compatible with the ICAO
framework,?said Michael Standar. 揙n
the contrary, our commitment is that
when we develop solutions for Europe,
they must be developed in a context of
global interoperability,?he adds.
S-JU jump-starts
standardisation
ICAO is defining a common and global
ATM framework. Detailed implementation
standards nevertheless need to be
established for a number of functions
within the ATM chain in order to allow
the emergence of different technologies
which would still be serving the same
over-arching purpose. Likewise, harmonised
and synchronised implementation of
the new concepts will need to be guaranteed
across all regions. Standards
already exist today to ensure a certain
degree of efficiency in ATM operations,
but large additional efforts are required
to move over into an 揑ntranet?context:
揧ou need to have standards to ensure
that you can actually find the information,
take it on board and integrate it into your
own systems,?explains Peter Hotham.
揥e are just at the outset,?he adds.

distinctive benefits. Beyond the founding
members ?the European Commission
and EUROCONTROL ?the S-JU brings
together partners representing the
complete air transport industry, from
avionics and airframe manufacturers to
airlines and airport operators, including
non-EU companies. The direct involvement
of all major industry actors and the
representativeness of the S-JU produce
two sets of advantages. The presence
of more than one industrial partner in the
process will contribute to safeguarding
competition and preventing future standards
from being misused as anti-competitive
weapons. Likewise, as the S-JU抯
role is to manage the contributions
and objectives of the various industry
stakeholders, it will be in a position to
generate coherent suggestions from the
outset ?consequently jump-starting the
standardisation process. 揑n large standards
committees, participants often
come to the table with specific company
agendas. We can overcome that, as the
S-JU抯 agenda is actually about delivering
change in Europe,?reflects Michael
Standar. 揥e have started to remove
some of the delaying factors?which can
typically hamper global standardisation,
he adds.

role in the standardisation process
by ensuring that the needs identified
as a result of its work programme are
duly brought to the attention of the
