Airport capacity
Dealing with capacity issues in the air
will not be enough to solve all the problems
confronting Europe. This is why the
Commission is also proposing to launch
an ambitious airport capacity action plan,
including the establishment of a European
Observatory on Airport Capacity with
the participation of all stakeholders, the
Member States and EUROCONTROL,
in order to tackle all these issues from a
European perspective.
Conclusion
The Second Single European Sky
package is a comprehensive set of
proposals based on four basic pillars:
performance, safety, technology and
an action plan on airport capacity. Its
aim is to introduce profound and radical
changes in order to achieve the most efficient

With the SESAR
programme, the air
transport world is bracing
itself for a fundamental
transformation,
tantamount in many ways
to the Internet revolution
which rocked the media
sector in the nineties and
eventually created a truly
universal community.
One of the key underlying
objectives of the
SESAR Joint Undertaking
(S-JU) is to ensure global
interoperability of future
air traffic management
(ATM) systems, with the
ambition to provide users
with a seamless, robust
and efficient service
spanning the globe.

When they seek to explain the nature
of their activities at the S-JU to nonspecialists,
Michael Standar and Peter
Hotham indicate that they are working
on the conception of a kind of air traffic
management 揑ntranet? Just like an
Intranet, Europe抯 future ATM system
could be considered as a private network
that uses Internet or Internet-like protocols
and network connectivity to securely
share information, generated by new and
existing air traffic management applications,
with a specific group of users.
揟he purpose of the system would be to
provide the right information in the right
places, with the right people and at the
right times,?explains Peter Hotham.
揟he ATM function involves making the
optimum decision based on that information,?
he continues.
The end of
self-contained silos
The analogy with the Intranet implies that
a variety of sub-systems can be operated
in different parts of the world, but still
interact efficiently, provided they abide by
the appropriate criteria of interoperability.
The sub-systems would all be in a position
to make information available to the users
entitled to receive it, 搃nstead of having
as we do today a vast number of selfcontained
silos where you have a problem
with interfaces,?explains Michael Standar.
At the same time, the 揑ntranet?data
exchange system would guarantee an
appropriate confidentiality of information.

Europe抯 SESAR approach is placed
under the umbrella of the International
Civil Aviation Organization抯 Global ATM
Operational Concept, which provides
governments and industry with objectives
for the design and implementation
of ATM and supporting communication,
navigation and surveillance systems. 揟he
future European and US systems can be
viewed as dialects of ICAO抯 operational
concept,?notes Michael Standar. But all
