synchronise both airborne and ground
deployments. SESAR will have a significant
role to play in the performance of the
ATM system through the development
and deployment of a new ATM system
capable of handling a threefold increase
in traffic at half of today抯 cost per flight.
The definition phase of SESAR has delivered
the SESAR Master Plan, which has
identified six levels of service used to
describe the performance of the overall
system, and in particular the performance
targets set for 2020. For each
of the service levels, the SESAR Master
Plan describes the key achievements,
the associated dates and the expected
operational benefits which will then translate
into more capacity, more efficiency,
less fuel consumption and, finally, less
environmental impact. It also includes
timely deployment of short-term solutions
bringing early benefits.
This Master Plan considers the Global
Air Navigation Plan for Communication,
Navigation, Surveillance/ATM Systems3
developed by ICAO as a strategic document
providing a reference for the implementation
of CNS/ATM systems. This
Global Plan supports global interoperability
and contains short and mediumterm
guidance on air navigation system
improvements necessary to support a
uniform transition to the ATM system
envisioned in the Global ATM Operational
Concept4. In accordance with the Global
Plan, planning should be focussed on
specific performance objectives.
In practice and in order to ensure interoperability
of SESAR results at regional and
global level, it is necessary to link the

system design activities (including military
aspects) with the existing standardisation
processes (EUROCAE5, RTCA6? and
the respective regulatory structures (SES,
ICAO, etc.).
After the endorsement by the Council
of the ATM Master Plan resulting from
the definition phase of SESAR, the
research and development activities
of the development phase of SESAR
can be launched by the SESAR Joint
Undertaking. The endorsement of the
Master Plan will require alignment of the
operating and investment plans of all
stakeholders.
The deployment phase of SESAR will
implement the results of the development
phase of SESAR and achieve the related
performance targets.
ATM interoperability
Although the 揵etter regulation?principle
states that regulation should be used only
where necessary, the timely and synchronised
implementation of SESAR may
require the use of regulatory measures.
This possibility is explicitly provided for
in the interoperability regulation7. This
regulation allows the Commission to
adopt mandatory implementing rules for
interoperability of ATM systems and also
for the coordinated introduction of new
concepts of operation or technologies.
Under this regulation, the development
of Community specifications (European
standards or EUROCONTROL specifications)
may also be envisaged as a
possible means of compliance.
To date, the Commission has adopted
four implementing rules on interoperability
and four Community specifications
have been developed and recognised as
a means of compliance.
A good example of implementing rules
on interoperability which are related to
the SESAR Master Plan is the draft rule
on data-link services. Data link has been
identified as a key element of the shortterm
initiatives that are necessary to
deliver the required performance for the
2013 deadline.
Since data link requires the coordinated
deployment in the air and on the ground
of interoperable equipment and the benefits
of this technology for air traffic controllers
can be achieved only with continuity
of deployment of ground systems, an
implementing rule has been considered
necessary. This draft rule provides for the
coordinated deployment of these services
in the core European area by 2013.
ATM safety
Even if ATM safety is not directly related
to the performance of the ATM system,
safety is an essential objective of SESAR
and one of the pillars of SES II.
SESAR aims to increase safety levels
by a factor of ten. SES II proposes to
extend the competence of EASA8 to the
remaining key safety fields of aerodromes
and air traffic management/air navigation
