If these revised targets also prove to
be inconsistent, then the European
Commission has the power to require
the Member State(s) concerned to
take corrective measures.
Alternatively, if there is adequate
supporting evidence, the European
Commission may decide to change
the Community-wide performance
targets.
1. Content and timetable for:
n collection, validation, examination, evaluation and dissemination of
relevant data related to performance of ANS and network functions;
n selection of appropriate key performance indicators (KPIs) on the
basis of ICAO and ATM Master Plan frameworks, adapted
where necessary, as well as relevant objectives for these areas
and definition of a limited set of KPIs for measuring performance;
n establishment of Communty-wide performance targets taking into
consideration inputs identified at national/FAB level;
n assessment of the national/FAB performance targets;
n monitoring of the national/FAB performance plans, including
appropriate alert mechanisms.
2. Reference period and intervals for assessing the achievement of performance
targets and the setting of new targets.
3. Criteria for the setting-up by the NSAs of the national/FAB performance
plans, containing the national/FAB performance targets and the incentive
scheme.
The criteria will be based on the business plans of the ANSPs; they will
address all cost components of the national/FAB cost base and will include
binding performance targets consistent with the Community-wide
performance targets.
4. Criteria to assess whether the national/FAB targets are consistent with the
Community-wide performance targets during the reference period and
to support alert mechanisms.
5. General principles for the setting-up by Member State(s) of the incentive
scheme.
6. Principles for the application of a transitional mechanism not exceeding
twelve months following the adoption of the implementing rules.
Implementing rules
Implementing rules need to be developed
for the detailed functioning
of the performance scheme. They
have to be adopted by the European
Commission no later than two years
following the entry into force of the
Framework Regulation (i.e. 2011).

What hapens when?
To help ensure that things run smoothly,
the European Commission has invited
the Performance Review Commission
(PRC) to review local and regional
performance planning, consultation
and management processes. The PRC
is carrying out this task in ongoing
and open-forum consultation with all
stakeholders. The PRC’s report will be
published in October 2009.
In addition, the European Commission
has indicated that it intends to request
the PRC’s support to prepare for the
implementation of the performance
scheme.
Link with SESAR
The SES II performance scheme will contain
performance targets at Communitywide
and at local level for the medium
term (2012-14 initially).
These targets should dovetail with the
long-term performance objectives for
2020 contained in the Master Plan prepared
under SESAR – the technological
pillar of the Single European Sky.
Conclusion
The target-setting mechanisms of SES II,
when implemented, will be a powerful
driver for optimising ATM performance
in the European Union and associated
States.
The PRC is committed to helping to ensure
the success of the performance scheme, in
the interests of the European ATM system.
These mechanisms could be extended to
all EUROCONTROL States by decision of its
governing bodies. n
