CANSO certainly intends to contribute
to this debate.
Finally, clarification is needed on network
management functions. For all
the reasons described previously it
is important to clarify the concept of
network management and, more specifically:
n to describe all the functions, tasks
and activities concerned and to
define whether these activities are
regulatory, supervisory or service
provision activities;
n to define where the action is
taken: at local/national level,
at regional/FAB level or at pan-
European level;
n to agree who should undertake
these actions: where the pan-European
activities concern service
provision, they should be industry
governed and steered, as suggested
by the Commission’s SES II
proposals for the new governance
at EUROCONTROL.
SESAR IP1
implementation
CANSO is very active in various
groups discussing this topic, because
the main impact will be on the
ANSPs. The main efforts are currently
focussed on two topics: IP1 refinement
and IP1 governance. The detailed
definition of exactly what the
ANSPs have to implement, at what
time and where, is one of the concerns
for the moment. The cost information
on various IP1 elements is
also of great importance, but ANSPs
recognise the sensitivity of the cost
information. Another concern is to
ensure implementation by all actors
and to have the appropriate governance
arrangements at all layers –
political, strategic and tactical industry
implementation.
FAB developments
and coordination
CANSO is satisfied with the outcome
of the discussions on this important
topic. We support the date of 2012
that has been agreed for implementation.
Indeed, the establishment of
an FAB requires a formal agreement
by States, which takes time. Also the
operational achievements need time
to be achieved and some of them can
only start once the legal and institutional
arrangements are in place.
We support the broader definition
that has been given to SES II whereby
the emphasis is no longer exclusively
on operational requirements but also
on performance and cooperation.
In addition, CANSO has always supported
the nomination of one or several FAB coordinators,
as agreed by the political decisionmakers.
Airport Observatory
CANSO has applied for the membership of EU
Observatory for airport capacity to DG TREN.
Indeed airport capacity issues and gate-togate
perspectives can best be discussed with
the ANSPs as partners at the table.
EASA
CANSO is actively following the new developments
regarding the extension of ATM
safety competence to EASA. We have supported
this extension of competence but at
the same time would like to avoid other areas
being touched in depth, such as certification,
training, and the competence scheme
for new categories of personnel. We will of
course also have to check the coherence of
these different regulatory initiatives.
In conclusion, the Single European Sky
framework has created the basis for a restructuring
of the ATM sector and has
contributed to a cultural change, which is
recognised as a positive evolution by all
aviation sectors and stakeholders.
CANSO members are in favour of the measures
taken in connection with the SES second
package to accelerate the implementation
of SES. We intend to contribute to its
development in order to carry out corrections
and consolidation where necessary,
and to lead the ATM sector towards a more
performance-based and less fragmented
framework. n

Blue Med
European air traffic management
(ATM) is approaching one of its most
important crossroads, whereby different
initiatives are all converging
towards a common goal – that of providing
European citizens with more
efficient and cleaner ATM services, at
lower costs and with gate-to-gate integrated
operations. This target is set
against a worldwide economic crisis.
And the Mediterranean countries are
poised to address this challenge together,
on a regional basis.
