The technical and safety working
groups will validate and implement
technical improvements, assess
safety and plan further integration
towards a regional safety management
system. The FAB economic
assessment will measure all FAB improvements
and assess the most appropriate
charging regime, evaluating
all aspects of a single unit rate.
Moreover, an assessment of the FAB’s
environmental impact will be carried
out.
Additionally, a legal working group
will deal with regulation and the
drafting of a State Agreement for
the FAB. Finally, a working group will
be dedicated to dealing with all the
human-resource aspects.
These working groups will comprise
experts from the ANSPs, CAAs, military
authorities and ministries of the
States concerned.
Blue Med and
the airspace users
The Blue Med feasibility study greatly
benefited from user input. The project
takes into account their needs
and the Blue Med partners will do
their best to deliver improvements
prior to the FAB implementation
deadline (2012) and identify “quickwins”,
which will allow aircraft operators
to see initial benefits as early as
2010.
Potential economic
benefits
The economic assessment of Blue
Med FAB improvements is one of
the most important project pillars,
especially taking into consideration
the effects resulting from the wide
regional integration and monitoring
of the evolutionary performancedriven
path.
The Blue Med economic benefits are
wide-ranging. The new FAB airspace
organisation will put in place shorter
routes, resulting in reduced emissions
and fuel consumption. Similarly,
the expansion of scope and number
of the 16 FAB improvement areas
identified in the feasibility study will
be facilitated by the common FAB
integration processes already underway.
All these processes will contribute
to reducing fragmentation.
All the economic benefits from Blue
Med will be deployed step by step,
with specific check-points for monitoring
performances and fixing targets.
SES extension
beyond EU borders
Blue Med is expanding the SES from
Europe to include North-African and
Middle-Eastern countries. This clearly
implies additional effort for the EU
Member States. The proactive participation
of Egypt and Tunisia – confirmed
within the ongoing definition phase
with a wide set of experts offered to the
working groups – as well as the recent
involvement of Albania as full member,
support the feasibility study results
and the operational need of their engagement
in Blue Med. Moreover, the
participation of the Kingdom of Jordan
and Lebanon as observers shows that
Blue Med is a catalyst for regional efforts
towards an efficient development
of ATM in the region.

of the Blue Med FA B?
My vision is shared among all the Blue
Med partners. It is to build a regulation-
compliant FAB which will bring
about real operational benefits to the
airspace users and ultimately to the
EU citizens. Our FAB should be a model
of regional cooperation – innovative
and pioneering – with solutions
that will truly reflect the Commission’s
vision of the Single European Sky.
