New aproaches to
match the changing
ATM context
For over a decade, EUROCONTROL has
contributed to the development and
harmonisation of European ATM infrastructure
and the integration of ATM
systems through a consistent and wellcoordinated
implementation planning
and monitoring process.
Building on SES I
But now, the changing context of European
ATM, most notably the second Single
European Sky package (SES II) and
the Single European Sky ATM Research
Programme (SESAR), is creating a new
framework for harmonising efforts on
Single European Sky implementation.
Building on the performance scheme
in SES I, the second package includes
a new mechanism for setting targets
in the key performance areas of safety,
capacity, cost-effectiveness and environmental
efficiency.
Another dimension which is becoming
increasingly important is the planning
of implementation actions which
need to be agreed on a pan-European
level as opposed to regional/local levels.
Figure 1 shows the interactive processes
needed to deliver a harmonised
implementation of the ATM Master
Plan which, as produced by the SESAR
Definition Phase and now endorsed by
the European Council, has become the
common reference for all European
ATM stakeholders.
Intense consultation with stakeholders
suggested that a performance-based
implementation could be delivered
via a renewed European Single Sky Implementation
Plan (ESSIP) mechanism
– mirrored at national level by the Local
Single European Sky Implementation
Plans (LSSIPs). This would play a
large part in assisting individual States
in their efforts to meet their objectives
and national performance targets.
This renewed mechanism specifically
meets the need to:
n link the European implementation
plan with the ATM Master Plan and
decide which elements are mature
for actual implementation by
stakeholders;
n better integrate all aspects of European
planning, monitoring and reporting
in one single process that
addresses both the timely implementation
of the ATM Master Plan
and compliance with SES legislation;
n clarify commitment procedures for
all stakeholders to ensure effective
implementation of the first SESAR
Implementation Package (IP1);
n promote links between European
implementation decisions and individual
stakeholders’ business plans;
n close the loop between implementation
reporting and implementation
planning by building on
lessons learnt and agreeing with
stakeholders on corrective actions
where relevant;
n develop an adequate interface
with the planning process, including
the maintenance of the ATM

FOCUS
The ESSIP explicitly sets out operational,
technical and institutional improvements
that have to be applied
to the European ATM network to meet
clearly defined performance targets.
Individual implementation objectives
describe the type of change to
be applied and each objective is then
divided into a number of Stakeholder
Lines of Action (SLoAs) detailing the
work which must be completed by
each stakeholder group involved.
Providing the means for
regional planning
It is these SLoAs that define local
implementation plans, LSSIPs, and
therefore enable effective regional/
local planning, monitoring and reporting
on the progress of local actions.
