In 2008, LSSIP documents
covering all ECAC States (44 in
total) were produced for the
2009-2013 planning period.
Moreover, for the first
time ever, an SES Annual
Report ‘Eurocontrol
report on the SES Legislation
Implementation
covering the period
July 2007 – December
2008’ was produced for
the European Commission
through the LSSIP
mechanism.
The LSSIP plans are now successfully
providing the core
element of the stakeholders’
business plans, associating stakeholders’
investment plans with SES/
SESAR implementation. The ESSIP
and LSSIPs are updated and re-issued
each year as part of a continuous performance
planning process, reflecting
the evolution of air traffic demand and
the actual performance gains made in
the previous year.

EUROCONTROL is not only involved in
managing the ESSIP/LSSIP planning,
monitoring and reporting process,
but also in supporting stakeholders
in meeting their E/LSSIP objectives
by identifying weak areas, issuing and
maintaining guidance material, holding
workshops, training courses and
supporting stakeholders with implementation.
The hands-on support
activity is addressing the needs of individual
stakeholders and/or groups
of stakeholders and is working with
them to implement specific domains.
The number of these implementation
support agreements (between
a Member State and the Agency) increased
by 13% in 2008 compared to
a year earlier.
Assisting States and
other actors
EUROCONTROL’s Assistance for Single
European Sky Implementation to
Stakeholders (ASSIST) programme
supports States in streamlining and
restructuring civil aviation policy.
National Supervisory Authorities
(NSAs) have become an important
institutional element of the Single
European Sky by looking after the supervision
of the regulatory framework
in all Member States. NSAs will gain
new tasks following the entry
into force of SES II, most notably
drafting national
performance targets
and preparing for the
formal establishment
of functional
airspace blocks
(FABs).

This enhanced role will represent
a challenge for some NSAs already
short on resources. Therefore, EUROCONTROL’s
work, notably in the
sharing of best practice and delivery
of guidance material on NSA issues,
training, and pooling of resources is
set to become more important than
ever.
Meanwhile, service providers are
being supported through EUROCONTROL
Implementation Support
(EIS) activities. The Agency is working
with providers on the implementation
of their E/LSSIP objectives in a
number of diverse areas, as per the
required operational improvements
associated with SESAR deployment.
EUROCONTROL’s approach to implementation
support is consistent with
the LSSIP implementation plans and
is always provided in a proactive way
to maximise synergies across all the
Agency’s implementation activities
and programmes.

SES implementation stands out as
an important example of the close
working relationship between EUROCONTROL
and the European Community,
one with the common goal of
building a single, safe, efficient and
environmentally friendly European
sky. The European ATM regulatory
environment has undergone important
changes in recent years and this
is set to accelerate with SES II due to
come into force this autumn. The
new regulations, performance targets
and institutional arrangements
make it crucial for all stakeholders to
actively engage at every stage of the
implementation process.
The E/LSSIP mechanisms are part of
this change and are now the main
means available to the European
