members were ensconced in a European
Commission building in Brussels
specially designed for evaluation processes.
The conclusions of these juries
allowed the Executive Director to propose
to the SJU Administrative Board
that agreements be
concluded with
16 members. Board
approval was obtained on
26 March. Agreements committing
to total spending of €1.9 billion
were signed on 12 June with the following
companies: AENA, Airbus, Alenia
Aeronautica, the DFS, the DSNA, ENAV,
EUROCONTROL, Frequentis, Honeywell,
INDRA, NATMIG, NATS (En Route)
Limited, NORACON, SEAC, SELEX
Sistemi Integrati and Thales.

and 295 projects
in total
Based on the ATM Master Plan developed
during the Definition Phase
of the SESAR Programme, the Work
Programme defines all projects and
activities to be undertaken in the period
2008 to 2016 timeframe under the
supervision of the SESAR JU. The Work
Programme, executed in cooperation
with the 16 members, comprises
One new SESAR
project per day
Since the signature of the contracts
on 12 June, 30 projects have already
started, equalling one new SESAR
project per day. The following three
projects are examples of these:
n Project “GBAS Cat II/III” for the
development of satellite aircraft
precision landing systems.
n Project “SWIM Air-Ground Capability”
for the design of the
future aviation Intranet.
n Project “Airport Surface Datalink”
on Wi-Fi standards for communication
between all actors
on the ground at the airport.
In total, 124 projects are due to be
launched in 2009.
New SESAR components and operational
procedures will be gradually
implemented between 2012 and
2020.
12 June 2009 was a historic day for the SESAR Joint Undertaking as it
marked the official start of the SESAR programme. After months of efforts
devoted to creating the Joint Undertaking and to liaising with the prospective
members, all parties are now fully ready to start working
together to deliver the new Single European Sky. The SESAR Master Plan
will steer the work and the Project Support Office of the SESAR Joint
Undertaking will manage and coordinate the various work packages to
ensure smooth and rapid progress. Eric Platteau, Chief of Communications
at the SESAR JU, tells us how.

The work packages are presented on

The work programme will be supported
by the Industrial Support Team
(IS) of Airbus. IS is responsible for the
technical coherence of all tasks, and
will provide support for ‘system-of-systems’
engineering methods so that all
the members can progressively build
up, under the leadership of the SESAR
JU, the highly complex shared data
model of this programme.
Main conceptual
change in a modernised
sky: the business
trajectory
Taking full advantage of existing and
newly developed technologies, SESAR’s
target concept relies on a number of
key features:
n the notion of “trajectory-based operations”,
which will dramatically
improve the predictability and precision
of operations;
n a rolling network operation plan,
taking into account real-time situations
including weather and traffic
trends;
n the introduction of an air traffic
management intranet, including
aircraft, which will enable all actors
to have full access to the right information
at the right time;
n the full integration of airport
ground activities into the air traffic
management processes;
n increased automation support for
air traffic controllers and pilots,
enabling them to concentrate on
high-added-value activities;
n increased environmentally friendly
operations at airports, allowing
greener trajectories whilst maximising
the use of existing runways.
n
16 work packages aimed at providing
tangible results from the ATM Network
R&D Programme.
These packages will develop
and deliver the
necessary operational
and technical material
(specifications, procedures,
prototypes,
validation reports, etc.)
for the gradual industrialisation,
deployment and operation of
the new ATM system.
The Programme is split into four different
areas:
n operational activities are handled
by WPs 4, 5, 6 and 7;
