c) when the GDLP determines that modification is
required to the Mode S interrogator assignment, it
shall transfer one or more Mode S ROUTE packets to
the ADLP. The update information contained in the
Mode S ROUTE packet shall be used by the ADLP to
modify its cross-reference table. Additions shall be
processed before deletions; and
d) when the ADLP is initialized (e.g. after a power-up
procedure), the ADLP shall issue a search request by
sending a broadcast Comm-B message with broadcast
identifier equal to 255 (FFI6, as specified in Table
5-23) and the remaining 6 bytes unused. On receipt of
a search rcquest, a GDLP shall respond with onc or
more Mode S ROUTE packets, and discard the search
rcquest. This shall cause the ADLP to initialize the I1
code-DTE cross-reference table.
5.2.8.1.3.2 A downlink frame transfer shall be defined
to be successful if its Comrn-B or ELM close-out is received
from the transponder within Tz seconds as specified in
Table 5-1. If the attempt is not su~cessfual nd an SYC packet
is to be sent, the 11 code-DTE cross-reference table shall be
examined for another entry with thc same called ground DTE
address and a different Mode S II code. The procedure shall
be retried using the multisite-directed protocol with the new
Mode S interrogator. If there arc no entries for the required
called DTE, or all entries result in a failed attempt, a link
failure shall be declared (5.2.8.3.1).
5.2.8.2 SUPWRT FOR THE DTE(s)
5.2.8.2.1 GDLP connectivity reporting. The GDLP shall
notify the ground DTE(s) of the availability of a Mode S data
link equipped aircraft ("join event"). The GDLP shall also
inform the ground DTEs when such an aircraft is no longer in
contact via that GDLP ("leave event"). The GDLP shall
provide for notification (on request) of all Mode S data link
equipped aircraft currently in contact with that GDLP. The
notifications shall provide the ground ATN router with the
subnetwork point of attachment (SNPA) address of the mobile
ATN router, with the position of the aircraft and quality of
service as optional parameters. The SNPA of the mobile ATN
router shall be the DTE address formed by thc aircraft address
and a sub-address of 0 (5.2.3.1.3.2).
5.2.8.2.2 ADLP connectivity reporting. The ADLP shall

5.2.8.2.3 Communications requirements. Thc mechanism
for communica~ion of changes in subnetwork connectivity
shall be a confirmed service.
5.2.8.3 ERRORP ROCEDURES
5.2.8.3.1 Link failure. The failure to dcliver a packet to
the referenced XDLP after an atlempt has been made to
deliver this packet via all available interrogators shall be
dcclared to bc a link level failure. For an SVC, the XDCE
shall enter the statc p l , and release all resources associated
with that channel. This shall include the cancellation in the
transponder of any frames associated with this SVC. A Mode
S CLEAR REQUEST packet shall be sent to the local DTE
with CC = 137 and DC = 225. Bit 8 of the cause field shall be
set to 1. On the aircraft side, the channel. shall not be returned
to thc ADCE channel pool. i.c. docs not return to the state pl,
until Tr seconds after the link failure has been declared (Table
5-1).
5.2.8.3.2 ACTIVE CHAN,VEL DETERMINATION
5.2.8.3.2.1 Procedure for dl state. The XDLP shall
monitor thc activity of all SVCs, not in a READY state (pl).
If an SVC is in the (DCE) FLOW CONTROL KEADY state
(dl) for more than Tx seconds (the active channel timer,
Tables 5-1 and 5-13) without receiving a Mode S RR, RNR,
DATA, or REJECT packet, then:
a) if the last packet sent was a Mode S REJECT packet,
the XDLP shall resend that packet;
b) if the last packet was not a Mode S REJECT packet
then the XDLP shall send a Mode S RR or RNR
packet as appropriate to the peer XDLP.
5.2.8.3.2.2 Procedure for other states. If an XDCE SVC
is in the p2, p3, p6, p7, d2 or d3 state for more than Tx
seconds, the link failure procedure of 5.2.8.3.1 shall be
performed.
5.2.9 The data link capability report format
5.2.9.1 This report shall be transferred using the groundinitiated
Comm-B protocol, as specified in 3.1.2.6.10.2 of
Annex 10, Volume IV.
