I. INTRODUCTION
A. The purpose of this plan is to provide the following:
1. A statement for Forest Health Protection (FHP) aviation management policies and procedures for the Annual Aerial Detection Survey (ADS) and other aerial surveys performed by FHP personnel.
2. A guide for FHP personnel prior to and while engaged in aviation activities.
3. A reference for all USDA Forest Service, Bureau of Land Management (BLM), Bureau of Indian Affairs (BIA), Colorado State Forest Service (CSFS), Department of Defense (DOD), National Park Service (NPS), State of South Dakota, Resource Conservation and Forestry (SDRCF), Wyoming State Forestry Division (WSFD), Tribe, and other applicable personnel participating in or cooperating with FHP aviation activities.
4. An expansion of the USDA Forest Service Manual, for specific information, and not to be used as a replacement to the Manual.
5. An expansion of the USFS Rocky Mountain Region Aviation Management Plan, which defines the aviation program in Region 2 and includes the Regional Accident Prevention Plan.
6. This plan is not intended to be used as an aviation plan for aerial application of pesticides or herbicides.
