Remark: To promote radio spectrum efficiency and to allow AMS(R)S access to additional radio
spectrum, the United States' policy is that AMS(R)S shall have pre-emptive access and immediate
priority up to the entire MSS spectrum from 1 545 to 1 559 and 1 646.5 to 1 660.5 MHz. This
allows other MSS services to use the band while ensuring immediate access for aeronautical safety
services. Aircraft flying within United States airspace requiring use of the AMS(R)S shall be able
to transmit and receive within this shared MSS allocation.

1 The attached Supplement supersedes all previous Supplements to Annex 10, Volume 111. It includes
differences notified by Contracting States up to 7 November 1997, with respect to Amendments
71 and 72.
2. This Supplement should be inserted at the end of Annex 10, Volume 111, First Edition. Additional
differences and revised comments received from Contracting States will be issued at intervals as
amendments to this Supplement.
