3% reduction in the cost per kilometre flown, and since
2003 has reduced this cost by a cumulative figure of
29%.
Security
EUROCONTROL contributed to the strengthening of
ATM’s contribution to aviation security during 2007, with
the active participation of 14 ANSPs. This group has
developed a draft framework for a security management
system, a threat model, a security risk assessment
method and guidance on information communication
technology (ICT) security. Airspace security
issues continue to be addressed through the NATO/
EUROCONTROL ATM Security Coordinating Group
(NEASCOG), and an airspace security action plan has
been developed.
Environment
Aviation contributes some 3% of all CO2 emissions in
Europe, and reducing the average route extension per
flight therefore directly contributes to reducing emissions.
Accordingly, in May 2007 the Provisional Council adopted
a target to bring down the European average route
extension by 2 km per flight until 2010. If achieved, this
target would produce cumulative savings of more than
two million tonnes of CO2 between 2007 and 2010.
In parallel, encouraging more effective air traffic operations
at airports will help to reduce or limit the ATMrelated
impact of noise and gaseous emissions in the
airport vicinity.

The fourth independent survey to assess safety regulators
and air navigation service providers (ANSPs) within
the 42 States of the European Civil Aviation Conference
(ECAC) was completed in 2007. The results confirm that
ATM safety maturity1 continues to rise steadily with the
upward trend measured in the 2007 survey the steepest
ever recorded. ANSPs’ average maturity safety
levels rose from 55% in 2002 to 76% in 2007 and regulators
safety levels climbed from 52% to 70% in the same
period. A significant number of the ANSPs surveyed
continue to strive for even greater safety standards
despite having achieved the maximum 100% mark.
A notable first was achieved in 2007 when ICAO used the
EUROCONTROL-sponsored methodology for measuring
ATM safety framework maturity to survey non-ECAC
States in the ICAO European region.
Developing a safe network together
European Safety Programme (ESP)
Launched in February 2006, the European Safety
Programme (ESP) aims to improve European air traffic
management safety framework maturity throughout the
ECAC States to a common minimum level by the end
of the programme in 2009.
ESP contains 70 recommendations covering five highpriority
fields: implementation and support for European
safety legislation/regulation; incident reporting and safety
data sharing; risk assessment and mitigation in day-
