more than 7,000 people through its remote learning
activities, which include a common learning management
server (LMS), hosting over 200 aviation-related
e-learning modules.

In addition, the Institute provides training for its stakeholders
in the collaborative decision-making process
via the CFMU. The lessons are delivered in a mixture of
formats including traditional classroom, virtual classroom
and on-line self-study modules. In 2007, the
Agency provided 1,888 CFMU traditional and virtual
classroom training days, trained 857 customers and
recorded 2,400 self-study logged hours. Furthermore,
EUROCONTROL’s First European Air Traffic Controller
Test (FEAST) service has attracted 22 civil and military
users, and over 9,000 candidates around Europe
have sat FEAST tests with 650 of these going on to
begin ATC training. Over the next two years, a validation
study will measure how effective FEAST is at
predicting which candidates will successfully complete
ATC training.
Preparing for the future
Efficient ATM service provision is of paramount importance
to all stakeholders in the air transport industry.
As air traffic levels continue to grow, challenged by an
increase in fuel price and greater concern for the environment,
it is vital that EUROCONTROL’s actions are
effectively targeted in order to improve the operational,
technical and economic efficiency of the European
ATM network.
Meeting the PRC’s efficiency target will be a challenge,
but steps to make it achievable have already been put
in place, and the EUROCONTROL Agency’s actions
aimed at reducing fragmentation and improving the
efficiency of the network will help greatly.
Major cost-efficiencies are expected from the reduced
fragmentation of air navigation service provision in
Europe. In this respect, further progress was made on
studies into the possible creation of functional airspace
blocks (FAB) across Europe in 2007. The Agency
continued to provide specific expert support and coordination
in some of the ongoing FAB initiatives and
has initiated a forum for common exchange of information
and coordination at European level.
At the invitation of the European Commission (EC),
the Performance Review Commission began in 2007
an evaluation of FAB initiatives and their added
value to performance improvements. The report will be
published in autumn 2008. It will be considered by the
EC when preparing its review on experience in implementing
the airspace regulation relating to the creation
of FABs.

The need for ATM to contribute to reducing aviation’s
environmental impact is clearly indicated in the target of
a 10% reduction of emissions per flight established by
the European Union’s Transport Commissioner. To this
end, EUROCONTROL has been very active in assisting
and promoting a standardised approach to environmental
assessment within the International Civil Aviation
Organisation (ICAO) and its Committee on Aviation
Environmental Protection (CAEP), and the Abatement of
