PACKET LAYER All VCs are returned to the pl state (see pl state READY explanation) and
READY all PVCs are relurned to dl, (flow control ready) state.
DTE RESTAFS Thc DCE returns each VC to the pl state (see pl state explanation) and
REQUEST issues a restart confirmation packet to thc DTE.
DCE RESTART The DCE returns each VC to the pl state (see pl state explanation) and
INDICAnON issues a restart indication packet to the Dm.
READY Release all resources assigned to VC channel.
DTE CALL Determine if sufficient resources exist to support request; if so, allocate
REQUEST resources and forward IS0 8208 call request packet to IWF; if not, enter
