6.5.4.4.6.5 General ground response. I f the ground LME
receives the XB-CMD-HO, it shall confirm link handoff by
sending an XID-RSP-HO frame containing the parameters as
per Table 6-51. The ground LAME shall include in the
XID-RSP-HO the optional parameters fur which it is not
using the default values. Lf the XlD-RSPHO includes the
Autotune parameter, then the Replacement Ground Station List
parameter shall be included to indicate the ground stations
with which the aircraft LME can establish a new link on the
new frequency, using the operating parameters specified in the
XIl-RSP-HO. If the XU-RSP-HO does not include the
Autotune parameter, the ground LME shall include the
Replacement Ground Station List parameter if it wishes to
indicate the ground stations Which can be rcached on the
current frequency using the same operating parameters as the
transmitting station.
6.5.4.4.6.6 Disconnecting old link. If the hew and old
ground stations are associated with different systems, then the
procedures of 6.5.4.4.6.4 shall be followed. Otherwise, the
aircraft LME shall set Timer TG5 when it receives the
XD-RSP-HO. The ground LME shall set Xmer TG5 afccr it
transmits the XlD-RSP-HO. Both stations shall continue to
operate on the old link until their respective Timer TG5
expires, after which each will consider the link disconnected
without sending or receiving a DISC.
6.5.4.4.6.7 Exceptional cases. If the ground LME cannot
satisfy the XID-CMD-HO, then it shall transmit an
XID-RSP-LCR instead of an XID-RSP-HO; the current link
shall not be affected. While waiting for a response to an
XID-CMD-HO, an aircraft LME receiving any unicasted
frame other than a TEST or an XID from any ground station
other than the current station 5hall retransmit the
XW-CIWSO. If Counter N2 is exceeded on the
XU-CMD-HO, the aircraft LME shall attempt to handoff to
mother ground station; the current link shall not be affected.
If the aircraft LME cannot perform the auLotune, it shall
transmit an XID-CMD-LCR (P=O); the current link shall not
be affected. If the parameters in the XID-RSP-HO are not
acceptable to the aircraft LME, then the aircraft LME shall
transmit a DISC to thc ground m the new link.

6.5.4.4.7 Aircraf-requested ground-initiated handofl An
aircraft LME shall not perform this section when its peer LME
does not support handoff initiation. An aircraft LhE shall only
perform this section if the current and proposed ground
stations are both managed by its peer LME.
6.5.4.4.7.1 Aircraft uction. For an aircralt LME to requesr
the ground LME to initiate a handoff, it shall send an
XID-CMD-HO (Pd) addressed to its current or proposed

receives the XU-CMD-HO, it shall commence a groundinitiated
handoff from a proposed ground station. The ground
LME shall only transmit the XlD-CMD-HO (P=l) once per
XID-CMD-HO (P=O) request that it receives.
6.5.4.4.7.3 Exceprional cases. If the ground systern
cannot initiate the handoff, it shall send an XID-CMD_LCR
(P=O); the current tink shall not be affected.
6.5.4.4.7.4 Recommendation.- I f Counter N2 is
exceeded for rhe XID_CMD_HO, the aircruji LME should
attempt to request to handoff to another sration before
discorutecting all links to the grnund and resrarting link
estabiishment.
6.5.4.4.8 Ground-based initiated handof. If a ground
LME implements this section, then it shall set the "i" bit in the
AVLC Specific Options parameter to 1; otherwise, it shall set
the "i" bit to 0.
6.5.4.4.8.1 Gmund action. To command an aircraft, to
which a link exjsts, 10 esrablish a new link fo a proposed
ground station on the same frequency, the ground LME shall
send via that ground station an XID-CMD-HO (P=l) to the
aircraft with parameters as per Table 6-51. If the ground LME
will accept a handoff to other ground stations, the
XlD-CMDHO shall include the Replacement Ground Station
