CHAPTER 4. AERONAUTl3CAL SPEECH CIRCUITS
4.1 TECHKICAL PROVISIONS RELATING
TO JNTERNATIONAL AERONAUTlCAL SPEECH
CIRCUIT SWITCHING AND SIGNALLMG FOR
GROUND-GROUND APPLICATIONS
Note.- Guidance materiul on the hnplementatiorz of
aeronuutical speech circuit switching and sigrrulling for
ground-ground applications is contained in the Manual on Air
Traffic Services (ATS) Ground-Ground Voice Switching and
Signalling (Doc 9804). The material includes e.xplunation of
tcmzs, pevor-mance parameters, ,qlridun.ce on basic call Qpes
and additionul fiinctions, references to appropriate ISO/lEC
internutional standards and ITU-T recommendations,
gllidance on the icse of signalling systems, details of the
recornmended riumbering scheme and guidance on migratiorr
fo jufttre scizenzes.
4.1.1 The use of circuit switching and signalling to
provide speech circuits to interconnect ATS units not
lnterconncctetl b y dedicated circuits shall be b y agreement
between the Administrations concerned.
4.1.2 The application of aeronautical speech circuit
swjtching and signalling shall bc made on the basis of regional
air navigation agreements.
4.1.3 Recommendation.- The ATC communication
requirements defined in Annex 11, Sectiorz 6.2 shollld be met
by mtplementatiort of one or more of the fi>llowing basic three
call Wes:
a J instantaneous acces.7;
b) direct uccess; rrtzd
c) indirect access.
4.1.4 Recommendation.- Iri addition to the uhiliry to
make basic telephone calls, the fallo~viq,f iuzcrio~zs~ho~u ld be
provided in order to meet the requirements set out in Arrnex 11:
a) means of indicating the calling/aallerl party id en ti^;
b) means of initiating u~~*ent/priocraill~s; and
c) cory'erence capabilities.
4.1.5 Recommendation.- The characteristics of the
circuits iised in aeronautical speech circuit swizching and
signalling shorcld con[orm to appropriate ISO/lEC internarional
standards and ITU-T recommendations.
4.1 .h Recommendation.- Di,pital sigizalling .vslems
should be used wherever their use can be justified in terms of
attv of the follow,ing:
a) improved qualit) of service;
b) improved user facilities; or
c) reduced costs where quality of ser~iceis maintained.
4.1.7 Recommendation.- The characreristics qf
sicpervisory tones to he used (slrch as ringing, bzrsy, number
unobtainablej should conform to appropriate ITU-T
recommerularions.
4.1.8 Recommendation.- To tuke udvarztnge of the
benefirs of inferconnecting regioml and national aeronautical
speech nem~orks, rhe international aeronautical telephone
network numbering scheme should be used.

CHAPTER 5. EMERGENCY LOCATOR TRANSMITTER (ELT)
FOR SEARCH AND RESCUE
5.1 GENERAL
5.1.1 Until 1 January 7005, emergency locator transmitters
shall operate either on both 406 MHz and 111.5 MHz or on
121.5 I&.
Note.- From I .Ianuut-j 2000, ELTs operating on
121.5 MHz will be required to meet tlze improved technical
charnctrrisrics containecl in 5.ZI.S.
5.1.2 All installations of cmergency locator hansmitters
operating on 406 MI-Ir shall meet thc provisions of 5.3.
5.1.3 A11 installations of emergency locator transmitters
opcradng on 121.5 MHz shall meei ihc provisions of 5.2.
5 . 4 o n 1 January 1,005, emergency locator
transmitters shall operate on 406 MHz and 121.5 MHz
~imult~meously.
5.1.5 All emergency locator transmitters installed on or
after 1 January 2002 shall operate simulianeously on 306 hlHz
and 121.5 -WIz.
5.1.6 The technical characteristics for the 406 MHz
component of an integrated ELT shall he in accordance
wilh 5.3.
5.1.7 The technical characteristics for the 121.5 MIz
component of an integrated ELT shall he in accordance
with 5.2.
5.1.8 States shall make aaangements for a 406 MHz
ELT register. Registcr information regarding the ELT shall
be immediately available to se,arch and rcscue authorities.
States shall ensure that the registcr is updated whenever
nccessary.
5.1.9 ELT register information shall include the
following:
a) transmitter identification (expressed in the form of an
alphanumerical code of 15 hexadecimal characters);
c) COSPAS-SARSAT* type approval number;
d) name, address (postal and e-maiI) and emcrgency
telephone number o% the owner and operator;
e) name, address (postal and e-mail) and telephone number
of other emergency contacts (two. if possible) to whom
the owner or the operator is known;
f) aircraft manufacturer and type; aid
