406 MHz shall be assigned a unique coding for identificdun
of the transmitter or aircraft on which it is camcd.
4.3.2.2 The emergency locator transmitier shall be
coded in accordance with either thc aviation user prntocol or
une of the scrialized user protocols described in Appendix 1
to this chapter, and shall be registered with thc appropriate
authority.

APPENDIX 1 TO CHAPTER 5. EMERGENCY LOCATOR
TRANSMITTER CODING
(see Cltapter 5, 5.3.2)
Nore.- A detailed description of beacon cod~ng is
contained in ITU-R Recommendation M.633-I.T he fullo~ving
inforrnation is specific to emergency locator tranrsmirrers used
irz aviation.
1. GENERAL
I . The cmergcncy locator transmitter (ELT) operating
on 406 MHz has the capacity to transmit a programmed digltal
mcssagc nrhich contuns inlormalion related Lo the ELT andor
Lhe aircraft on which it is carriud.
1 .2 The ELT shall be uniqucly coded in accordance with
1.3 helow and he rcgistercd wilh the appropriate authorily.
2.3 Protected data field
2.3.1 The protected data ficld consisting of bits 25
through 85 shall be protected by an error correcting code, iind
shall bc the portion of the message which shall be unique in
every distress ELT.
2.3.2 A message format flas indicatecl by biL 25 shall bc
set to "0" to indicate the short message format or set to "1" to
indicate (he long format for ELTs capable of providins
locatton data
2.3.3 A protocol flag shall he indicated by bit 26 and shall
be set to "1".
1.3 The ELT digital message shall contain either the 2.3.4 A country code, which indicates the State wherc
transmitter serial number or one of the following information additional data are availnhlc on tbc aircraft on which the ELT
clemznts: is canied, shall he contained in bits 27 tluough 36 which
designate a threc-digit decimal country code number expressed
a) aircraft operating agency designator and a serial number in binary nolation.
from 0001 to 4096;
Note.- Coun7,:v codes art. based an the International
b) 24-bit aircraft address: Telecomn~urticarion U~xiorl (ITU) couiztn codes shown ill
Table 4 of- Fort I, l41lnmr I of tlzr 1TI; LisL of Call Signs and
c') aircraft nationali~y and registration marks. Numerical Idenlities.
1.4 All ELTs shall be designed for co-operation with the
COSPAS-SARSAT* system and bc type approved.
Note.- Transmission c1uzracteristic.s uj' ttw ELT signal can
he confirmed b? makiny rise o f the COSFAS-SARSAT Type
Approval Standard (C-S T007).
2. ELT CODING
2.1 The ELT digiial messagc contains information
relating to the message format, coding protocol, country codc
and idenlifrcation data consisring of one of the information
elcments listcd in 1.3 above.
2.3.5 Bits 37 through 39 shall designate one of thc user
protocols whcre values "001" and "01 1" are used h r aviation
as shown In thc exarnples containcd in thls Appendix.
2.3.6 The ELT digltal message shall contain elther the
transmitter serial number or an identification of the aircrah or
operator in bits 40 bough 3.1 as shown below. .Thrs
inlormation shall be cl~coded in binary notation wilh the least
significant hit on the nght, or using the mndificd Baudot code
shown in Table 5-1.
2.3.7 In he serialized user protocol (designated hy bits 37
through 39 being "01 1") bits 40 through 42 shall indicatc type
ol heacon where:
2.2 For ELTs with no navigation data provided, the short
message format descrihcd in ITU-R Recommendation - "000" indicates ElT serial numbcr is encoded in bits 44
M.633-I shall hc used, making use of hits I through 112. through 63;
- "001" indicates aircraft operator and a serial number are
* COSPAS = Space system for search nf vessels in distress; encoded in bits 44 through 61 and 62 through 73,
SIZRSAT = Search and rescue satellite-aided trachng. respectively;
ANNEX 10 - VOLUME 111 353 27/11/03
No. 78
Annex 10 - Aeronautical Teleco~nrnunicalions Vulume ZII
- "01 1" indicates the 24-bit aircraft addrcss is encoded in
bits 44 through 67 and each additional ELT on the same
aircraft is numbered in bits 68 through 73.
Note.- States will ensure that each beacon, coded with the
countq? code qf the Stare, is uniquely coded and registered in
a data base. Unique coding o f serialized coded beacons can be
facilirated by including the COSPAS-SARSAT Type Approval
Certificate Nunzher which is a unique nrmber assigned by
COSPAS-SARSAT for each approved ELT model, ar par1 #f
the ELT message.
