CHAPTER 1
Instead of the definition "area minimum altitude (AMA)", the definition "minimum safe altitude (MSA)"
is used.
For each aerodrome, the MSA for instrument flight is established, which may be used in descent in
emergency situations when going beyond the limits of the approach procedure, and provides a minimum
vertical clearance of 300 m above the highest point of the terrain and artificial obstacles on it within a
radius of 50 km from the ARP.
If the difference in the altitudes of the terrain, taking into account the artificial obstacles on it, is not
more than 100 m, the MSA is established as being common to the whole terminal area. If there is a
greater difference in the altitudes, the terminal area is divided into sectors and an MSA is established for
each sector.
The altitude of the highest points of the t m i n and the artificial obstacles on it is determined in relation
to the level of the runway threshold in the approach direction and is rounded up to multiples of 10 m.
