Looking at all ATFCM delay (En-Route & Airport), ATC Capacity was the main cause of the
delay with 37% and was followed by Weather with 27%, ATC Staffing with 18%, Airport
Facilities with 11%, Other with 3% and ATC Equipment with 2% of the delay. Compared
with 2008 ATFCM delay share, there was a significant increase in the ATC Staffing
category, followed by Weather and Airport Facilities and decreases in the Special Event
and ATC Capacity categories.

Focusing on the airport component of ATFCM delay, regulations put in place to protect
airports accounted for 40% of the total ATFCM delay in 2009. Compared with 2008, the
share of the delay due to these restrictions increased by 8 percentage points even though
the actual amount of the airport delay minutes dropped by 26%.
Weather was the main cause of the airport ATFCM delay with 46% and was followed by
Airport Capacity with 28%, ATC Capacity with 11%, Other with 5%, ATC Staffing with 4%
and ATC Equipment with 2% of the delay. Compared with 2008, there was a significant
increase in the Weather category, followed by Airport Capacity and decreases in the
Special Event and ATC Equipment categories.

Based on the location of the most penalising regulations, traffic (including overflights) using
the airspace of Germany, Spain, Greece, France and Austria had the largest share of the
ATFCM delay in 2009 and accounted for 59% of the total ATFCM delay. Compared with
2008, Germany, Spain, Turkey and Greece had the largest increases whereas there were
decreases in Denmark, the United Kingdom, Maastricht UAC, Ireland, Croatia, Italy, the
Netherlands and France.

ALL CAUSES DELAY SITUATION FOR 20093
The average delay per delayed flight, for departure traffic and for all causes of delay was
28.1 minutes, a decrease of 1.3% on 2008. 37.8% of flights were delayed on departure,
down 6 percentage points on 2008. 17.7% of flights were delayed by more than 15
minutes. On the other hand 19.2% of flights departed before their scheduled time.
The average delay per delayed flight, for arrival traffic and for all causes of delay was 29.4
minutes, similar to 2008. 35.6% of flights were delayed on arrival, down 6 percentage
points on 2008. 17.9% of flights were delayed by more than 15 minutes. However, 39.7%
of flights landed before their scheduled time.

Unless otherwise mentioned, a flight is considered delayed/advanced as from 5 minutes.

All Causes Delay Situation for Departure Airports
Among the busier departure airports (those with at least 12,000 reported flights per year)
44% had an average delay per movement of more than 10 minutes, with Las Palmas,
Rome Fiumicino, Casablanca, Tenerife Sur, Istanbul Atatürk, Cairo, New York JFK and
Larnaca having the largest average delay. Compared with 2008, 12% of the busier
departure airports had an increase in their average delay per movement, with the largest
rises at Istanbul Atatürk (up 5 minutes), Rome Fiumicino, Las Palmas and Ankara (all 3
departure airports up 2 minutes), Turin and Madrid (both airports up 1 minute).
At the other end of the scale, there were falls at Larnaca and Dublin (both airports down 8
minutes), Iraklion (down 7 minutes), London City (down 6 minutes), Faro, Amsterdam, East
Midlands, London Heathrow, Bristol and Palma De Mallorca (all 6 airports down 5
minutes). All the airports had a proportion of their traffic departing before their scheduled
time, ranging from 5% at Rome Fiumicino to 42% at Belfast City.
