5.2.7.3.1.5 User data (UD). The user data ficld shall
contain mcssage data received from the Mode S specific
services interface (5.2.3.2.2).
5.2.7.3.2 Long jorm MSP packet. The Cormat for this
packet shall be as follows:
MICH:6
Note.- Truncation of the user datafield is not permitted
us tlzis is treated as an error condition.
d) if an error is detected in the processing of an MSP
packet, the packet shall be discarded.
FILL1:O or 6
5.2.7.4.2 In Lhc processing of an L-bit sequence, the
XDLP shall discard any MSP packets that have duplicale
MlSN values. The XDLP shall discard the entire L-bit
sequence if a long form MSP packet is determined to be
niissing by use of the MISN field.
5.2.7.4.3 The packets associated with any L-bit sequcnce

following paragraphs shall be scl as specified in 5.2.5.2.1 and
5.2.7.3.1. 5.2.7.5 BROADCAST FORMAT
XDLP shall construct the user data field by:
5.2.7.3.3 Data packet type (DP). This field shall be set 5.2.7.5.1 Uplink Bwndcast. The format of the broadcast
to 0. Comm-A shall be as Collows: The 83-bit uplink broadcast shall

be inserted in an uplink Comm-A frame. The MA field of the
Comm-A frame shall contain the broadcast identifier speciiicd
in Table 5-23 in the first 8 bils, followed by the first 48 user
data bits of the broadcast message. The last 27 user data bits
of the broadcast message shall be placed in the 27 bits
immediately following the UF field of the Comm-A framc.
5.2.7.5.2 Downlink Broadcast. The format of broadcast
Comm-B shall be as follows: The 56-bit downlink broadcast
message shall be inserted in the M13 field of the broadcas~
Comm-B. The MB field shall conlain the broadcast identifier
specified in Table 5-23 in the first 8 bits, followed by the
48 user data bits.
5.2.8 Mode S subnetwork management
5.2.8.1 XNTERROGATOR LINK
DETERMINATION FUNCTION
Note.- The ADLP interrogator link detemination function
selects the II code of the Mode S interrogator through which a
Modc S subnetwork packet may be routed to the desired
destination ground DTE.
5.2.8.1.1 I1 code-DTE address correlation. The ADLP
shall construct and manage a Mode S interrogator-data
terminal equipment (DTE) cross-reference table whose entries
arc Mode S interrogator identifier (11) codes and ground DTE
addresses associated with the ground ATN routers or other
ground DTEs. Each entry of the 11 code-DTE cross-reference
table shall consist of the Cbit Mode S I1 code and the 8-bit
binary representation of the ground DTE.
Note I.- Due to the requirement for norz-ambiguous
addresses, a DTE address also uniquely identefies a GDLP
Note 2.- An ATN router may have more than one ground
DTE address.
5.2.8.1.2 Protocol. The following procedures shall be
used:
a) when the GDLP initially detects the prcsence of an
aircraft, or detects contact with a currently acquired
aircraft through an interrogator with a new XI code, the
appropriate fields of the DATA LWK CAPABILITY
report shall be examined to delermine if, and to what
level, the aircraft has the capability to participate in a
dala exchange. After positive dctcrmination of data link
capability, the GDLP shall uplink one or more Mode S
ROUTE packets as specilied in 5.2.5.3.3. This information
shall relate the Mode S I1 code with the ground
DTE addresses accessible through that interrogator. The
ADLP shall update the I1 code-DTE cross-reference
table and tllet~ discard Ihc Mode S ROUTE packet(s);
b) a I1 code-DTE cross-reference table enlry shall be
deleted when commanded by a Mode S ROUTE packet
or when the ADLP recognizes that the transponder has
not been selectively interrogated by a Mode S interrogator
with a given I1 code for Ts seconds by monitoring
the IIS subfield in Mode S surveillance or Comm-A
interrogations (Table 5- 1);
c) when the GDLP determines that modification is required
to the Modc S interrogator assignment, it shall transfer
one or more Modc S ROUTE packets to the ADLP. The
update information contained in the Modc S ROUTE
packet shall be used by the ADLP to modify its crossreference
table. Additions shall be processed before
delcdons;
d) when the GDLP sends the initial ROUTE packet after
acquisition of a Mode S data link-equipped aircraCt,
the IN bit shall be set to ONE. This value shall
cause the ADLP to perform the procedures as specified
