3.4 SYSTEM LEVEL REQUIREMENTS
3.2.4 This chapter contains broad and general provisions
for the ATN. The dclailcd technical provisions arc found in Note.- The system level requirements are high-level
Doc 9705. The remainder of this chapter js organized to technical requirements that have been derived from operaddress
the following requirements and functions: utional requiremenfs, technological constraints and regulatoly
constraints (admin,istrative and institutional). These system
a) general; level requiremenh are the basis for the functional requirements
and lower-level requirem,ents.
b) system level requirements;
c) ATN applications requirements;
d) ATN communications service requirements;
e) ATN naming and addressing;
f) ATN systems management requirements; and
g) ATN security requirements.
3.3 GENERAL
3.4.1 The ATN shall use International Organization for
Standardization (ISO) communication standards for open
systems interconnection (OSI).
3.4.2 The ATN shall provide a means to facili~ate
migration to future versions of application entitics andlor the
communication services.
Note.- It is an objecfive that the evolution towards future
versions facilitates the backward compatibility with previous
versions.
3.4-3 Thc ATN shall enable thc transition of existing
AlTN/CIDIN users and systems into the ATN architecture.
Note.- The transitionjrom the AFTN orji-om the ClDIN to 3.3.1 The aeronautical telecommunication network (ATN)
shall provide data communication services and application
the ATN is handled by AFTN/AMHS and CIDIN/AMHS
gateways respectively, which are defined in Doc 9705, entities in support of:
Sub-volume III.
a) the delivery of air traffic services (ATS) to aircraft; 3.4.4 The ATN shall make provisions whereby only the
controlling ATS unit may provide ATC instructions to aircraft
b) the exchange of ATS information between ATS units; in its airspace.
and
c) other applications such as aeronautical operational
control (AOC) and aeronautical administrative communication
(AAC).
Note I.- Provisions have been made to accommodate the
exchange of information such as weathel; flight plans, notices
to airmen and dynamic real time air traflcpow management
between aircraft operatin,g agencies' ground-based systems
and ATS units.
Note.- This is achieved through the current and n a t data
authority aspects of the controller-pilot data link communications
(CPDLC) application entity.
3.4.5 The ATN shall accommodate routing based on a
pre-defined routing policy.
3.4.6 The ATN shall provide means to define data
communications that can be camed only over authorized paths
for the traffic type and category specified by the uscr.
Note 2.- Provisions have also been made to accommodate 3.4.7 The ATN shall offer ATSC classes in accordance
aeronautical passenger com,munication (APC). with the criteria in Table 3-l.*
3.3.2 Whcn the ATN is used in support of air traftyc
services, it shall conform with the provisions of this chapter. * All tables are locatcd at the end of this chapter.

Note 1.- When an ATSC class is specified by an ATN
upplication, packee will be jorwarded in the ATN intern,er
co~nrnz~nicationsesr vice on a best eflorr basis. Best effort basis
lneuns that when A route is dvailuble of the requested ATSC
class, the pucket is forwarded on that route. When no si~ch
route is uvuilnble, the packet will he forwarded on tlze first
kn,owtz route of the ATSC class higher than thd reqziested, or
if there is no such route, jirst known route o f the ATSC class
lower than that requested.
Note 2.- The ATN comrnzlnications service will n,ot infornz
applicatio~e~n tities if tlze requested ATSC class was not
achieved. It is fhc responsibility of the upplication entity to
determine rhe uctsial transit delay uchieved by local nzeans
SUCI? as time stanzping.
3.4.8 The ATN shall operate in accordance with the
communication priorities detined in Table 3-2 and Table 3-3.
3.4.9 The ATN shall enable exchange of applicalion
informalion when one or more authorized paths exist.
3.4.10 The ATN shall notify the appropriate application
processes when no authorized palh cxists.
3.4.1 1 The ATN shall provide mcans to unambiguously
address all ATN end and intermediate systems.
3.4.12 The ATN shall enable the recipient of a messagc to
idenlify the originator of thai message.
